SUMMARY:

“Media campaigns are the most common Health Communication strategies in Brazil. Historically and traditionally, based on epidemiological guidelines, they are disseminated in the mass media with the aim of preventing infectious diseases, including HIV and AIDS. They are therefore constantly used as a Health Surveillance strategy. Despite being adopted since the beginning of the HIV and AIDS epidemic, new infections occur year after year, particularly among young and vulnerable people. And when we look for references on the evaluation of this intervention, we see a gap in the discussions on Collective Health. In this context, this thesis aims to analyze the communication campaigns on HIV and AIDS run by the Brazilian Ministry of Health. The time frame is 2012 to 2022. This is a five-phase Case Study, based on the Triangulation of Methods, which includes: Content Analysis of campaign pieces; Normative Evaluation of technical and/or information notes, briefings and media plans; Scope Review; Statistical and Comparative Analysis of epidemiological data and public policies; and, Documentary and Bibliographic Research. With regard to the epistemological bases and from the perspective of the inherent transdisciplinarity of the areas, a series of theorists from Collective Health and Social Communication were adopted, especially from the sub-areas of Epidemiology, Surveillance and Health Communication and Sociology of Communication, respectively. The preliminary results show that the campaigns address methods from the primary and secondary prevention levels in 81% and 93% of the pieces, in the respective order. The tertiary and quaternary levels only appear in 8% and 32%. The campaigns mention prevention methods without explicit information about each one and only biomedical interventions are covered. There is positive action to encourage barrier methods and mass testing, and gaps regarding treatment as prevention, the response to social determinants and combined prevention. Campaigns need to be evaluated and improved as a health communication strategy adopted with the aim of preventing HIV and AIDS, especially if the specificities of key and priority populations are taken into account”
