SUMMARY:

This project seeks to analyze the performance of the Legislative Power in defining the (new) General Sports Law, taking into account the decision-making process, the correlation of forces between parliamentarians and the content of the proposed actions. It starts from the assumption that the Legislature is not the main actor in defining the Brazilian sports agenda, leaving the characterization of the policy to the Chief Executive, who corroborates its commodification and privatization via free market regulation. Therefore, the research will be based on the following guiding question: what is the participation of the Legislative Power in the definition of the (new) General Sports Law? From this central question derive three complementary ones: how did the processing of the new General Sports Law take place? Which actors were involved in the formulation process? What ideas were voiced and accepted during the parliamentary and executive deliberation phases? From a theoretical-methodological point of view, the method of historical-dialectical materialism is chosen as the first foundation of this study, as it considers the object in its entirety, comprising the movement of concrete reality and the historical capacity for transformation of man and society. Methodologically, the research will be characterized as qualitative, whose proposal will be carried out through the combination of documental and bibliographical analysis. With regard to the treatment of data, the procedures used for the analysis and interpretation of the documents will be based on the foundation put in Bardin (2006), with the following steps: pre-analysis, exploration of the material, treatment of data, inferences and interpretation. It is intended to build a critical and academic-scientific perspective that will contribute to the analysis in the field of innovations related to sports policy, with emphasis on the post-Lei Pelé period and the recent enactment of Law n. 14.597/2023. The intention is to advance a research agenda that reflects on the mechanisms of participation, the actors involved and the prevailing ideas in the legislative arena when the topic is public sports policy.
