SUMMARY:

Housing improvement is one of the technical assistance actions for social housing in Brazilian legislation. It is applicable in interventions for building improvements in inadequate housing, which can be rehabilitated. In Brazil, the housing inadequacy index surveyed by the João Pinheiro Foundation in 2019 was 18% for building inadequacies and 22.82% for infrastructure inadequacies. In the Federal District, it was 24.48% and 2.83% respectively. Housing improvement programs began to be implemented by municipal governments in Brazil in the 2000s, however, in the survey carried out by the Council of Architecture and Urbanism, only a few Brazilian municipalities have legislation on technical assistance for social housing. In Brazil and Latin America, there are programs funded by governments or non-governmental organizations such as UN-Habitat, which focus on improving housing. Currently, there is an expansion of social businesses in this field. Even so, there are few initiatives, the processes are developed on a case-by-case basis and the number of families assisted is small in view of so much need. In this context, the objective of this research is to analyze scale gain strategies in housing services, applicable to the process of housing improvements carried out by housing programs in the Federal District. For this, it will be discussed how the concepts of adequate housing and economy of scale can be applied to the context of housing improvements, so that they support a process of analysis of programs already implemented, in search of solutions that can be replicated. The program analysis methodology is based on the Evaluation Methodology for Housing and Sanitation Programs Financed with Resources from the Severance Indemnity Fund – FGTS and on concepts of the economy of scale. The results obtained in this stage will be resources for a case study in the Federal District, where its applicability will be evaluated. The partial results of this research identified that the prioritized requirements in the housing adequacy definitions of the official institutions refer to habitability, accessibility, and state of conservation. This research hopes to contribute to the advancement of housing improvements in Brazil, through the improvement and enhancement of its implementation processes.
