Rural-urban continuum: urban and environmental patterns for regional urban planning and food landscape design in Serrinha do Paranoá - DF

The research relates rural space and urban space through the interpretation of the rural-urban continuum in the face of coexistence and the bonds established in the landscape. This relationship is observed in the face of the climatic and sanitary emergencies of the rural-urban continuum over the healthy city; the parameters of urban and rural legislation in regional urban planning; patterns of land use and occupation, territorial planning; and land conflicts. Thereunto, the research assimilates food and agricultural systems into the links between city, region and rural-urban networks, agriculture and food security. It understands the rural-urban continuum as the spatial relationships of rural and urban dynamics, in order to establish the specific performances and those flows of rural-urban integration. In planning and design, rural dynamics question the place of the rural in development processes, in particular those referring to urban sprawl and land tenure regularization of the territory. However, the palliative nature of land use plans and legislative instruments for land tenure regularization is not effective in these aspects. In Brasilia's land use plans, aspects of urban law that limit or break the cyclical pattern of revision of land use plans in order to regularize informality through the mere delimitation of rural and urban are not established. Therefore, it claims patterns of the rural-urban interface and of the rural areas themselves. This means understanding the landscape as a spatial result beyond the urbanized, dealing with the subsidies of planning through the limits of plans, with zoning structured on the interrelated flows of the urban system and the rural system in a rural-urban system. Within the scope of regional urban planning and food landscape design, the objective of the research is to define urban and environmental patterns that deal with the continuum of characteristics of the rural-urban landscape. With the instruments and legislation of planning in the territorial planning plans and with the aspects and elements of the landscape design, the patterns seek to systematize the relationship between landscape, community and agriculture. To recognize the patterns, the research is grounded on agrarian urbanism with the rural-urban transect and on rural design with the process of building the rural design over the landscape. In parallel, to investigate a real situation that can be applied by the patterns, it brings the case study of Serrinha do Paranoá, in Brasília-DF, understanding that it is an ideal situation to be consolidated as a rural-urban continuum. For this, it applies the process of building rural design from the perspective of action research, in 4 phases: identification of the situation, design of actions, implementation of activities and evaluation of results. The partial results of this research reveal some urban patterns identified in the planning by the urban legislation and in the design those contained in the agrarian urbanism. Furthermore, the systematization of the rural-urban continuum and the urban and environmental patterns of regional urban planning and the design of the food landscape, the advances of this research take place on the identification of other patterns and the implementation of the researchaction phases.
