The search for solutions to alleviate problems such as traffic congestion, pollution and lack of infrastructure in Brazilian urban areas, related to urban development and quality of life, requires a significant improvement in the urban planning process. This process, in turn, depends on application tools for analysis and definition of guidelines. The research presented in this work aims to develop a method of systemic analysis of impacts capable of representing, with greater ease and precision, the information necessary for decision-making regarding the proposed theme - integration and analysis of impacts - becoming an instrument aid in urban planning related to land use and occupation, and consequently to all related subsystems, such as mobility, accessibility, urban infrastructure, economy, income, among others. This method of analysis takes into account the diversity of characteristics of urban areas, urban planning legislation, as well as the different existing uses and activities, considering cities as complex systems capable of generating urban, economic and social development. In addition, it aims to identify and describe the positive and negative impacts of changing land use and occupation on the city, aiming to contribute to the elaboration and self-applicability of legislation that address the theme of Impact Studies (Traffic, Neighborhood and Environmental) , providing an effective mitigation and/or enhancement of the identified impacts. Thus, it is expected that this method of systemic impact analysis will be an important ally for more efficient and sustainable urban management.
