SUMMARY:

Information is one of the most important assets for organizations. However, in order to be useful, information needs to be organized according to contemporary Archival Science management standarts and available for public access, a reality not observed in most Brazilian public institutions. Changing this unfavorable scenario involves identifying the situation of each institution, a result obtained through the diagnosis of the archival situation. However, just applying the diagnosis following what is available in Brazilian literature will not be enough to improve the management of archival information in institutions. It is necessary to identify the level of maturity and think about governance so that this maturity is increased. The level of maturity will be identified in the results generated by the diagnosis itself, allowing the institution to begin a process of continuous improvement. To control maturity, the institution will rely on a set of actions resulting from the diagnosis itself, an innovative factor in relation to the models traditionally applied in Brazil. The actions will be listed and classified by execution priority in the short, medium and long term, considering the criticality resulting from the associated application of the SWOT (Strengths – Weaknesses – Opportunities – Threats) and GUT (Severity – Urgency – Trend) matrices. Therefore, the aim is to propose an archival diagnosis model that generates technological innovation through the development of a set of actions that contribute to improving document management maturity in Brazilian public institutions. The specific objectives are: to evaluate archival diagnosis models applied in Brazilian public institutions and their results; analyze the existence of document management maturity model(s) applied to Brazilian public institutions; to propose a protocol for preparing an archival diagnosis that can be used to generate actions for continuous improvement in document management; to apply the protocol in a Brazilian public institution with nationwide performance to evaluate the protocol.
