SUMMARY:

The dissertation investigated the interaction between universities, intellectual property (IP) management, and technology transfer (TT) in Brazil, especially in the context of the digital era characterized by rapid technological changes and continuous innovations. The research proposed the development of a unified system, the "Vitrine MEC de Tecnologias" platform, to efficiently promote IP generated in universities, facilitating its transfer and commercialization.

The author analyzed how higher education institutions could overcome obstacles in technology transfer and enhance the commercialization of their innovations. The focus was on creating a centralized system that could efficiently promote IP and provide national and international companies with easy access to these assets for technology transfer. The dissertation mapped the maturity stage of NITs (Núcleos de Inovação Tecnológica) in Brazil, their potentialities, and vulnerabilities, providing support for action planning by FORTEC.

Through a methodology that included qualitative and quantitative analyses, the dissertation explored the proposal, development, and implementation of the Vitrine MEC de Tecnologias. The study addressed the technical and structural challenges of creating the platform and investigated its potential impact on innovation and TT processes in Brazilian universities.

The dissertation also discussed the legal and ethical aspects related to IP and offered an overview of current policies, suggesting paths for more effective management of technological innovation. The work provided a detailed study of the implementation of an innovative web platform and offered a comprehensive portal with the IP assets of Brazilian universities.

In terms of structure, the work was divided into ten sections, covering from introduction to conclusion and deliverables. The sections included a literature review on the role of universities, challenges in TT, the importance of marketing IP assets, and the role of the Ministry of Education (MEC) in promoting innovation.

The relevance of the study can be measured by the potential impact of the Vitrine MEC de Tecnologias for the Núcleos de Inovação Tecnológica involved in the initiative and for society at large. The dissertation can be considered highly innovative by proposing the creation of something nonexistent in its form and application. The project was recognized for its complexity, requiring interinstitutional collaboration involving control agencies and federal government ministries and interdisciplinary collaboration among multiple actors, including MEC technology experts, IP and TT specialists, and designers.

Finally, the dissertation achieved the proposed specific objectives, such as the development of the web platform and the investigation of barriers to TT. The study represented a significant step towards strengthening technology commercialization in universities and advancing innovation in Brazil.
