SUMMARY:

This study aims to analyze the impact of the protective measure of foster care on the various parties involved: children, foster families, families of origin and the technical team. To achieve this goal, I sought to understand childhood from a historical-cultural perspective and to highlight the importance of emotional bonds in human development. By addressing the role of affective relationships and the environment of belonging, the paper explores the ways in which the state can intervene in this care context when adult caregivers face limitations. A brief review of child and adolescent care provisions is carried out, relating them to the construction of the Statute of the Child and Adolescent (ECA). Subsequently, the family is discussed as a central protective space for care, examining public policies aimed at preserving their health and autonomy. The approach to family and violence highlights the work of the National Social Assistance Policy (PNAS), covering the prevention of violence and foster care services for children and adolescents removed from custody. The characterization of the foster care measure emphasizes its exceptional and temporary nature, underlining the need for an individualized and technical service, in accordance with national regulations. The analysis of the particularities of the Foster Family Service and its methodology for social work with families reinforces the importance of a refined approach to each case. After reviewing the literature in the first three chapters, the qualitative method based on Deleuze's cartography is described, including interviews, field diary analysis and everyday experience. The results are discussed around recurring themes: bonds and public policy; commitment and social participation; and the care community as an agent of social transformation. The study addresses various aspects of the foster family service policy, highlighting challenges and their relevance in the daily intervention with children in protective care and their families.
