In the context of the integration of the Amazon with the rest of the country, promoted by the dictatorial government, the business group Joaquim Oliveira S.A. Participações (JOSAPAR) set up in the municipality of Viseu, northeast of the Pará, in the Gleba Cidapar locality. However, the region was already occupied by people who resisted the implementation of the development project. First, peacefully, and then resorting to armed self-defense. This movement was repressed both by the state, through the military police, and by private agents linked to the business group. However, these peasants did not have access to transitional justice, so this research seeks to find out why this happened. In order to answer this question, qualitative research will be used, with interviews and analysis of documents, especially case files and investigations from the period.
