A right under construction: readings, comparisons and perspectives of the Law of Access to
Information in Brazil

In light of human rights, the right to access information allows other rights to be known,
affirmed and experienced. With the justification of the social relevance of this right, the
problem question that drives this research is: how can the Brazilian State encourage the
expansion of the use of the Access to Information Law by various segments of the
population? The general objective is to describe and analyze mechanisms for expanding
access; The specific objectives are: to identify actions and proposals from governments
that tried to restrict this access; carry out a case study of the Ministry of Human Rights,
in order to understand the procedures, limits and possibilities of access in the daily life of
the Federal Executive; analyze three projects to disseminate the law: Program One for all
and all for one! School Controllership Program and Student Auditor Project and
recommend actions to expand access to the LAI, making it, in fact, a State policy. The
theoretical references are studies on human rights and the right to access to information.
In the methodological path, several research techniques are combined: document analysis,
case study and bibliographic review.
