This project is linked to the research line "Education in and for Human Rights and Citizenship" of the Postgraduate Program in Human Rights and Citizenship of the Center for Advanced Multidisciplinary Studies and the Research Group Generations and Youth (GERAJU) of the University of Brasília (UnB), as well as it was approved by the Ethics Committee on Research in Human and Social Sciences of the University of Brasília under the presentation certificate of ethical appreciation number 58865422.1.0000.5540. In view of the new political framework that emerged in 2019 in Brazil, with the supremacy of neoliberal and conservative principles, especially in the valorization of the military culture in the various social spheres, a policy coined in the sharing of school management with Security Institutions gained notoriety in the panorama of public education and raised questions about the human formation of students and the autonomy of school units in the face of military intervention. Through the approach of the Policy Cycle and its contexts, developed by Stephen John Ball, the present project aims to understand the policy of Shared Management in pilot schools of the public network of the Federal District, from the point of view of the military police officers involved in the policy. Preliminarily, the research will identify the context of the influences that triggered the policy, and then describe the main normative instruments that govern it, especially at the district level. Next, the research, once approved, will help to understand how the policy is interpreted from the contextual dimensions of the military police, and finally, to investigate how the insertion of the military in schools can interfere with education in and for Human Rights. Besides the methodological conception of the Policy Cycle itself, which will be assumed as a reference for the analysis of the policy, the research will develop qualitative theoretical discussions based on authors in the critical fields of pedagogy and human rights and, following a previously approved semi-structured script, it will also conduct interviews with four military policemen involved in the project, one from each pilot school, in order to reach the context of the practice, although inexhaustible in face of the recentness of the policy.
