SUMMARY:

The main objective of the research consists in understanding, from discourse to praxis, the challenges and contributions of the management of Áurea Carolina, Cida Falabella, Andréia de Jesus and Bella Gonçalves’ political mandates in the conformation of the "Gabinetona" as a political mandate classified as "open, collective and popular” in the City Council of Belo Horizonte (2016/2020), as well as in the Estate Parliament of Minas Gerais and in Brazilian House of Representatives (2018/2020). Considering the research proposal, the investigation of the main objective starts from the analysis of the experience of "Gabinetona", which initially brought together 2 (two) parliamentarians (Áurea Carolina and Cida Falabella) and a "co-parliamentary" (Bella Gonçalves) in a mandate designated as “collective, open and popular”, originally gestated by “Many for the City we Want” (“Many”), a movement responsible for promoting the political candidacies that integrate the Gabinetona and for the elaboration of its political proposals. In this sense, there are 3 (three) specific objectives, which are: (i) present how political participation takes place based on the Brazilian party representative system; (ii) describe the history of collective and shared political mandates in Brazil; and (iii) develop the case study, based on the survey and analysis of legislative productions, management and legacy of Gabinetona.
