SUMMARY:

This research project presents the steps that will be followed in the search for an answer to the following problem question "What are the challenges and dynamics that permeate the implementation of racial quotas in the competition for Public Prosecutor of the Public Ministry of the Federal District and Territories - MPDFT? Racially literate and anti-racist black prosecutors must make up the human potential of the Public Prosecutor's Office. As it is a central institution in the Justice System, initiating criminal actions and influencing judicial decisions, as it has the constitutional prerogative to report or archive police investigations, shaping criminal prosecution. Their recommendations for acquittal or conviction in criminal cases are often followed by judges. From this perspective, the aim is to verify and problematize, based on the contributions of anti-racist social theory, the racial profile of MPDFT Prosecutors, its possible implications for the Justice System and the role of racial quotas in this scenario. Seeking to understand how the internal racial dynamics of the MPDFT may be preventing access for black people. The results of the field research will be interpreted in light of the works of black thinkers who stand out in their studies on human rights, citizenship, race, racism, economic and social inequalities, the place of black people, the pact of whiteness, actions and public policies and raciality provisions. Due to its thematic relevance, the work “The Uneven Society: Racism and Whiteness in the Formation of Brazil”, published in 2022, by professor Mario Theodoro Lisboa, will be particularly addressed. The methodological path to be followed will include a bibliographic and documentary survey on race, racism, public policies and actions, racial quotas in public competitions for the position of Public Prosecutor, etc. And, with exploratory research with a quantitative bias regarding the competitions analyzed and the number of those approved. And, qualitative bias regarding the selection of interviewees and other samples that will be the object of connection and discussion. In-depth interviews will be carried out with people directly responsible for preparing the competitions analyzed and selected Prosecutors, according to their life trajectory before and after joining the MPDFT. Experts will also be consulted on the topics under examination, who will certainly contribute to proposals for ways to make racial quotas effective in the MPDFT. The methodological strategy will be guided by anti-racist methodology, based on the premise that the task of antiracism is to identify, challenge and change the values, structures and behaviors that perpetuate systematic racism and other forms of social oppression.
