The HIV/AIDS epidemic has completed four decades of existence, being one of the biggest public health challenges faced by health authorities and the most affected populations. Since the discovery of the virus in the 1980s, science has made significant advancements that have drastically reduced the impact of AIDS, lowering the number of deaths and providing a better quality of life for people living with HIV. The guiding thread of this history has been the advancement in the development of new technologies and the implementation of public policies that, in Brazil, have been consolidated in the Brazilian HIV/AIDS program. Among the most recent and advanced technologies developed for infection prevention is Pre-Exposure Prophylaxis (PrEP), which has been incorporated into the SUS (Brazil's public health system) since 2017. PrEP has been significantly changing the experience of those most vulnerable to HIV/AIDS in terms of behavior and prevention, as well as how states are dealing with the virus. This movement occurs during a historical moment of heightened political polarization and the strengthening of neoconservative ideals, both in Brazil and on a regional and global scale. In this sense, the present research project proposes to reflect on neoconservatisms and their implications in Brazilian public policies for HIV/AIDS, specifically in the PrEP policy. It uses theoretical-conceptual debates on human rights and technologies as an analytical lens.
