The premise to regulation system to brazilian higher education is suport the strategic interest at the country. Then, understand the regulation take acount the approach to evaliation system, because its product is a central element in the process of decision to government.
As we know that the objective of a policy is face a public problem and must do effective soluction, it is important bring experience to higher education in another countries. The present research has like mean objective a comparative work with a brazilian regulation legislation with respective standard to Chile, Mexico and United States of America.
This choice is not aleatory. Beyond to Brazil, the mexican and north american system of higher education are compost for public and private universities. In another hand, Chile has a system that only private universities execute policies in higher education.
Identificating the specificities of each one systems and evince the similarities and diferences with brazilian system is the scope in the end of this research.
