SUMMARY:

Background: The increasing insertion of Information and Communication Technologies (ICTs) for the improvement of business processes, was already demonstrating a growth in recent years. However, due to the pandemic of COVID19, they have become indispensable for institutions and individuals facing this new reality. The need to survive in this challenging period provided a boost not only to private companies, but also extended to the public sector, which was faced with the challenge of communicating with citizens, and needed to leverage its e-government strategies in Brazil. However, the imperative use of ICTs has compromised the exercise of citizenship with the State for several groups, among them the elderly population. In this context, digital exclusion, or the "Digital Divide" has raised the first problems regarding access to technology, not only material access, but also motivational access, access to use, and access to skills of individuals. This access to skills can be translated as the Digital Literacy or Digital Literacy of the group of older people facing new technologies. Besides the dexterity in manipulating equipment and surfing the internet, physical, emotional, and psychological burdens of the older adult add to the problem bringing issues such as fear, lack of confidence, or lack of privacy, making the problem even more complex and multifaceted. Public policies to encourage literacy among the elderly would help the inclusion of this group. However, they require the construction of programs and, in a smaller unit, actions that are well defined and systematized by means of an accurate study.
Objective: To propose digital literacy steps through a roadmap in order to make the government digitization process more inclusive to the older adults.
Methodology: This is a descriptive, explanatory, exploratory, mixed type research that will use methodologies such as Literature Review (TEMAC and Bibliometrics) Quantitative (Structural Equations) and Qualitative (In-Depth Interviews) research. Complementary techniques such as Design Science Research (Digital Older Person Observatory), the creation of Personas and the Elaboration of a roadmap of actions will also be used so that the objectives of the Thesis are achieved.
Results: As results for the qualification of the Thesis it is presented the theoretical construction of the work from several articles published in congresses, as well as the suggestion of the quantitative model (with its questions and constructs), the interview script for the qualitative part of the thesis and the first results of the Digital Elderly Observatory.
