e-Gov as a motivating factor of participative social inclusion of elderly people

In Brazil, the population of elderly people tends to increase continuously, according to demographic studies. The electronic services made available by governments as e-Gov are a reality in Brazil and may be understood as a form of engagement in the political life of the country for this population group. Considering the themes related to the social inclusion of older people, this study aims to understand the importance, familiarity, and applicability of the DTICS for older people, their difficulties, and facilities from a point of view related to the area of software quality used in the implementation of e-Gov services. The study has a qualitative approach and an analytical nature using systematic literature reviews to obtain a theoretical framework to support the development of a framework of factors influencing the use of e-Gov services by older people that, after prioritized by the population group itself and using AHP - Analityc Hierarchy Process. For the dominant factors, it delves into the perceptions of the elderly people themselves as to their facilities or difficulties of use, through interviews and content analysis. As results it is expected to obtain the understanding of the factors that can be treated by means of the area of quality in software development as being opportunities for improvements to be applied to the software used in the implementation of the e-Gov services themselves. At the end, the improvement opportunities can be used in processes of continuous improvement of e-Gov services, generating greater participation and engagement of the elderly in the country's social life.
