SUMMARY:

This work aimed to understand the social participation institutionalized by the National Health Council in a moment of democratic fragility and the right to health involving the period from 2013 to 2022. For that, an exploratory qualitative study was carried out using the methodology of content analysis proposed by Bardin. Participating in this study were national health counselors representing users through in-depth interviews, using semi-structured scripts that aimed to capture classical units of analysis of participation in terms of representativeness of leadership, legitimacy of the process, participation of the base, capacity for self-sustainability and expansion of democratic experimentalism in a moment of rupture experienced by the Brazil. The results enabled the construction of 6 categories that structure the work and the discussion, namely: 1. Work and daily life of national health counselors; 2 - Representativeness and participation of users in the National Health Council; 3 - Right to health and the new market mechanisms that weaken the SUS; 4 - Meanings and perceptions of democracy in Brazil today; 5 - Undemocratic constraints and weakening of the National Health Council; and 6 - Pandemic and difficulties in exercising participation. The results and the subsequent research indicate that despite the traditional problems of legitimacy and links with the bases, and the difficulties in defending the attacks on the right to health through the weakening of the SUS, these problems were exacerbated due to the new political scenario from the street demonstrations that took place in the last decade. The semantic units of analysis allowed us to walk through Brazilian democracy starting with the June 2013 marches and to understand the impacts of these changes on social control. The emergence of a new right wing with an authoritarian bias and fascist characteristics that took over the Brazilian State, bringing with it militarism and scientific denialism as a management logic, fit into this scenario. The magnifying glass allowed by the pandemic also resulted in the discussion about participation in virtual times, but which became even more important to oppose this authoritarian and anti-scientific logic responsible for a large part of the mortality that characterized the erratic fight against COVID-19 in Brazil. The study concludes by concluding that the role that social control plays in defending the right to health within a neoliberal context is of fundamental importance and how it has also acted as one of the bulwarks of our fragile
