SUMMARY:

This project aims to observe how the democratic management of the public education network in the Federal District acts as a mediator of public policies in the territory. For this, this study will start from Law n. 4.751/2012, which is the current regulation that deals with the democratic management of public education within the Federal District, in order to seek not only to understand the regulations that govern the democratic management of public education in the Federal District, but also to observe the interactions between this instrument management, the participation of actors and public policies in territories and networks, including collectives, social movements and civil society organizations that can organize themselves based on actions, institutionalized or not, resulting from democratic management processes. Would this management, therefore, be a mediator of public policies and articulator of networks or even builder of network territories? For this analysis, this study will cover the period between 2012, the year of enactment of Law n. 4751, and year 2021. In order to investigate the dynamics of this management, the following will be sought: a) to characterize the democratic management of the public education network in the Federal District; b) mapping actors and instruments of public action present in the democratic management of public education in the Federal District; c) characterize the articulations of the actors in territories of the Federal District education network for the elaboration of rules, norms and fundraising and d) characterize the articulations of the actors for the construction, transformation and implementation of public policies in the territory.
