SUMMARY:

The work consists of a collection of articles that address a pressing issue in the Brazilian scenario: digital inequality, with a focus on elderly people and how developing the digital skills of this group can contribute to their civic participation.
With the advent of the information age and aging, the relationship of this portion of the population with Information and Communication Technologies (ICTs) becomes increasingly crucial. The challenge is to include these more experienced generations in the technological revolution, especially in the context of e-government, where public services and information are increasingly digitized.
To this end, for example, an analysis of critical factors related to e-government for elderly people was carried out and it was observed that the issue of digital exclusion, which was a predominant concern before the pandemic, but this gave way to relevance of "mobile government" in the post-COVID-19 period. Furthermore, issues related to the quality, absence and dissemination of information continue to be key elements to be considered, regardless of the context. Concern about “trust” emerged after the COVID-19 period.
In this sense, the work proposes to develop and apply a theoretical model in the methodology of structural equations to explain and explore the proposed digital skills, namely: Computer Literacy, Digital Literacy and Digital Competence in the context of Lifelong Digital Learning. Ultimately, the search for a model of e-government acceptance by older people emphasizes the importance of digital skills. Digital Competence emerges as the most influential factor in e-government adoption, with Digital Literacy playing a crucial mediating role.
The work also addresses the heterogeneity of the elderly population and uses the theory of generations to help explain the contact of these individuals with technology and the influence of this generational factor based on the generation to which this elderly person belongs. The results of digital skills and internet use across generations make visible the digital exclusion of certain groups, especially black men and women.
In this challenging context, universities play a fundamental role in promoting lifelong digital skills. The creation of Research Observatories, such as the "Digital Longevity Observatory," represents an approach that aims to combine research, teaching and extension. This not only facilitates the organization and dissemination of relevant information about this scenario, but also empowers society, including the elderly population, in the digital era.
Therefore, actively promoting digital skills among older people is fundamental to reducing digital inequality and enabling their effective participation in e-government, contributing to a more inclusive, civic-minded and technologically capable society.
