Full Professor of International Relations at the University of Brasília. Lemann Distinguished Professor for Brazilian Studies at the University of Illinois at Urbana-Champaign, United States. He has been a visiting professor at universities in the United States, France, Argentina, Uruguay, Brazil, and Portugal. He is a Productivity Research Fellow of the National Council for Scientific and Technological Development (CNPq). Senior Research Fellow and Deputy Coordinator of the Center for Global Studies at the University of Brasília and Salzburg Global Fellow. At the University of Brasília, he coordinates the Study and Research Group on Brazils International Relations and Zeitgeist: Laboratory for Studies and Research on Artificial Intelligence and International Politics.

Ph.D. (2000) and M.A. (1994) in History from the University of Brasília, specializing in International Politics. B.A. in International Relations (1991) from the University of Brasília. Completed postdoctoral studies at the Université de Strasbourg (France, 2008-2009) and the University of Illinois at Urbana-Champaign (United States, 2015-2016).
