  • This research presents a reading of the relationships between practices and technologies in the collection of native seeds for ecological restoration. To this end, a qualitative research was developed with an ethnographic approach and individual interviews with the Cerrado de Pé Association in the microregion of Chapada dos Veadeiros (GO). The investigation is based on the idea that humans and non-humans establish relationships due to the territory and worldview of collecting communities. In Cerrado de Pé, the technical-scientific history of restoration conform with the perspectives of local knowledge from settled communities, quilombolas and rural-urban contexts, making hybrids of practices and technologies interact. In this sense, the way in which collectors and technicians negotiate, adapt and translate information about collection into the Seed Delivery Form (Formulário de Entrega de Sementes) was problematized – the Form was interpreted as a technology that connects the collection work with the seed market and the political instruments that regulate seed production, expressed in the National Seed and Seedling Registry (Registro Nacional de Sementes e Mudas - Renasem). Finally, the discussion about practices, techniques and technologies repositioned the collectors' know-how, in order to reveal how they co-create technology in the interaction between different ecological notions, imprinting cosmotechnical differences in the transit between public policies, the market and their realities.

  • The expansion of the smart cities agenda in Brazil is intertwined in a complex and diversified ecosystem of actors, permeated by conflicts, disputes and unequal power relations between governments, companies, universities, social organizations and citizens. Although the concept of smart cities is multifaceted, the dominant version today is little critical: it prioritizes technologies and business, as if technological solutions could readily solve the urban problems of more than 5,000 Brazilian municipalities. However, Brazilian organized civil society is also actively mobilizing to warn about the risks of dependence on Big Techs and ICTs, offering alternatives to direct the use of technologies or contesting them to ensure territorial development and the well-being of citizens. In this sense, one of the promises of the smart cities agenda is to facilitate the participation of multiple actors for urban development. However, doubts persist as to the real social engagement in smart cities. In view of this, the objective of this research is to analyze the participation of civil society organizations in the preparation of the Brazilian Charter for Smart Cities (CBCI), developed through a technical cooperation between the Brazilian government and the German government, in a political context of low social participation. Launched in 2020, CBCI expresses a public agenda, establishing a local concept and outlining guidelines for the implementation of smart cities in the country. Its drafting process began in 2019 and involved representatives from different sectors of society. The research is anchored in a technopolitical and critical approach to smart cities and is guided by the mixed method from the combination of bibliographic research techniques, documentary research, descriptive statistics and interviews with public managers and civil society. The results show that the participation of civil society organizations is reduced compared to other sectors, with a predominance of specialized organizations with a significant cultural capital, to the detriment of popular movements, stigmatized groups and more critical voices. Although the process was well structured, facilitating debates and demonstrations, the means used restricted the involvement to groups with more resources, without fully exploiting the potential of technologies to overcome these barriers. The participation of CSOs, even if limited, leads to an incorporation of more inclusive aspects by the CBCI, but without providing, often, specific guidelines that can prevent processes of exclusion, discrimination and mass surveillance. Finally, the participation of CSOs contributes to a greater acceptance of the concept, which is reflected in its inclusion in the National Urban Development Policy, although it is still a controversial concept in the public debate..

  • Hunger is a frequent object of research in different fields, as diverse as their
    interpretations of reality, causalities, and social repercussions, opening a vast horizon of
    studies. In the field of Public Policies, the problem of hunger is still treated primarily
    under prescriptive lenses, with few works focused on its different perceptions, the effects
    of affections, social interaction, and its reflexivity. However, there are a number of authors
    who propose that affections are inseparable from public policy processes and can bring
    important perspectives to policy makers and researchers, often ignored by classical
    pragmatism, opening space for exclusion, subalternity and silencing of vulnerable social
    groups. This work starts from a bibliographic review on the concepts of hunger explored
    by different knowledge fields, analyses some important evaluation tools and delves deeper
    into the relationships between subjectivities, emotions and public policies based on Critical
    Studies in Public Policies. It also proposes an effort to build an evaluative model based on
    the understanding of hunger as a public affection, contributing to emotionally affected
    public policies. This work is closed by a case discussion about a public action aimed at the
    homeless population, the identifiable arguments in this relationship and how hunger is
    understood by some of the voices involved, including my own.

  • The work aims to understand how remote teaching repercussions in the school life of public school students of the Elementary Education of the administrative region of São Sebastião-Distrito Federal. A quantitative research was conducted through a form, with parents and guardians and interviews with teachers and managers from four urban schools in São Sebastião-DF. The analysis of the research results was carried out through the factors associated with school performance in times of pandemic that were compiled through exploratory analysis of the literature. Emergency Remote teaching left important marks in the surveyed school community. It was a difficult time for teachers, students and families. A period to overcome more obstacles than those who commonly appear in face-to-face teaching. The main results revealed the concerns of parents/responsible for learning children, difficulties in organizing the routine of study and assisting them in the period. Already research with teachers and managers revealed feelings of insecurity and stress in the difficult period.

    As we know that the objective of a policy is face a public problem and must do effective soluction, it is important bring experience to higher education in another countries. The present research has like mean objective a comparative work with a brazilian regulation legislation with respective standard to Chile, Mexico and United States of America.
    This choice is not aleatory. Beyond to Brazil, the mexican and north american system of higher education are compost for public and private universities. In another hand, Chile has a system that only private universities execute policies in higher education.
    Identificating the specificities of each one systems and evince the similarities and diferences with brazilian system is the scope in the end of this research.

  • Artificial intelligence is a technological innovation from the Global North with the potential to challenge the way we live, produce, and disseminate knowledge in the Global South. Studies describe technologies and technological trends based on artificial intelligence that are being incorporated into higher education in Brazil, with the power to determine access to rights and opportunities, thus the fate of people and society. The development of science and technology are at the center of the causes of paradigmatic transformations in history, however, in the current scenario remains the paradox between remarkable advances and the intensification of inequalities, arising in large part from geopolitical struggles for power and markets. The UN 2030 Agenda draws attention to the urgence to prioritize sustainable development and sets specific targets for quality education. Since the use of artificial intelligence has a significant influence on the future of higher education, and considering that higher education is a fundamental right and a strategic sector for the economic and social development of the country (BRASIL, 2014), as well as that there is no regulatory framework for artificial intelligence, especially in education, in Brazil, the purpose of the proposed research is to point out guidelines for the ethical use of technologies based on artificial intelligence in Brazilian higher education, based on a narrative review and content analysis of selected documents.

  • Global economic growth has expanded businesses around the economies worldwide. There comes a new need with it – the reduction of information assimetry among users who share it. Accounting can be a tool to reduce this assimetry.
    Getting the accounting information harmonized among different economies helps to reach that purpose. The development of accounting information technologies has brought its users near one another. Local domestic economies and the international community receive public entity information in various countries.
    The economies convergence to the international accounting laws is an international cooperation to reduce accounting discrepancies and allow us to compare and understand the information from governments and their entities. The absence of a pattern affects the evaluation and comparison of other economies accounting information. In Brazil it started in 2008 with a Ministry of Finance 184 regulation.
    One of the main duties of rulers is to decide. Decisions often receive more attention than the information used to do it. These pieces of information, though, have to be consistent and reliable, so that they could be useful to manage the public Administration. Public accounting is one of those information sources regulated in Brazil by the 4320 law, as of 1964, which dealt with the control, evaluation, elaboration, budgets and balance sheets.
    Government officials need to understand financial statements so that they can mitigate prospective impacts in management and governance as they may interfere with the results. In addition if, on one hand, the budget resources are scarce, on the other hand, the results can not be obtained through laws, regulations or decrees.
    The Federal Government is a public entity which does not have an owner, partners or shareholders. Its assets are destined to ensure operational capacity to perform its own activities. The non-accounting and inaccuracy in assets and liabilities distort the entity’s actual situation and impact equity. As such, determining the equity and naming it as net equity can bring biases and questions when reading financial statements, which can benefit or harm its users.
    Such situations can compromise and make it difficult to the understanding of the accounting statements, as can be seen in the findings of public balance sheet (BPU), as of 2015.
    The non-recording of R$ 344 billion previous obligation, the R$ 1,4 trillion negative equity and the balance sheet resembling that of a private entity are facts that demonstrate it. The first increases the values of obligations and does not reverse the impacts caused. The second is a problem for users to evaluate the Federal Government performance in relation to the return on assets and return on equity. And, finally, the understanding that the public sector resembles a private entity is associated with the accounting theory used and not with the possible identical existing characteristics between public and private entities.
    In this research, standards related to Accounting were used, among others, with convergence to the accounting theories of property rights from a net equity’s perspective. For this purpose, the basis for the concepts and theoretical foundations were grounded in the Ownership Theory, in the Entity Theory and in the Fund Theory, able to meet the purpose of the research.
    The studies and analyses allowed us to show how the choice of the net equity accounting theory can affect the public officials’s understanding of accounting statements.
    This research demonstrated that the use of the owner's theory or by the entity theory obscures the public entity real situation and brings little transparency in relation its the operations, activities and decisions. The Fund Theory details the received resources and the aplplications, improving the disclousure as an instrument for transparency. The Fund Theory, though, is the one who reflects the information needed to better see the public entities.

  • This dissertation explores the correlation between gender, intersectionality and political representation through the election of black, indigenous, transgender and transsexual councilwomen in the year 2020. The theme is examined through bibliographic research on feminist, intersectional and decolonial theoretical frameworks, quantitative data analysis regarding the group under analysis, semi-structured interviews with four elected councilwomen in 2020 and research on documentary sources. The general objective of the research is to analyze, from a feminist, intersectional and decolonial perspective, the election of black, indigenous, transgender and transsexual councilwomen in 2020 and their views on gender issues and feminisms. The study provides an overall quantitative overview of these elected councilwomen in 2020 and proposes a historicized reading of feminisms to situate their election within the broader context of women's struggles for rights and equity. In order to understand the limited representation of these diverse parliamentarians in political spaces, as well as the increase in the number of these elected councilwomen in 2020, the impact of colonial hierarchies on their distance from centers of political power is discussed, along with the strategies that have contributed to their arrival in such spaces. The opinions and perspectives of black, indigenous, transgender and transsexual councilwomen on feminisms are central themes of the research, seeking to understand to what extent the formulations of this social and political movement are connected to the thoughts of the parliamentarians regarding equity and the fight against gender asymmetries. These analyses led to the conclusion that, despite various heterogeneities among the groups of councilwomen analyzed regarding life trajectories, number of elected representatives, party affiliation, national distribution and opinions on feminisms, there are also several commonalities among these women. It was found that they share narratives of violence resulting from their entry into centers of political power and some strategies to overcome the barriers that separate them from such spaces. Regarding feminisms, although not all parliamentarians are attracted to this social, political and scientific movement, that does not mean that they are antagonistic to feminists in positions of power. On the contrary, they are potential allies in the pursuit of equity as they bring to these spaces worldviews, agendas and demands from historically marginalized and invisibilized social segments.

  • Introduction: The increase in population aging presents opportunities for contacts and interactions between generations and, at the same time, a challenge to combat stereotypes, prejudices and discrimination related to aging that jeopardize the longevity bonus, quality of life and well-being in contemporary societies. Continuous Intergenerational Education enhances intergenerational actions, practices and projects in the promotion, training and social transformation, in the knowledge of the ageing process, in the fight against ageism- prejudice against age, regardless of what it is, especially against older people - and in contributing to the creation of an inclusive, supportive and fair society for all generations that strengthens intergenerational relationships. Objective: The aim of this study is to identify studies in the literature on Intergenerational Education as an enabler of interactions, exchanges and solidarity between generations throughout the life course. Method: This is a literature review with a narrative approach, developed from two literature reviews. Results: Intergenerational education was identified as empowering and promoting interaction, exchange and solidarity between generations throughout the life course. We identified structuring factors related to aspects of intergenerational environments, actions and activities for interdisciplinary pedagogical practices of critical intergenerational education for all generations. Conclusion: At the end, studies and research are recommended to emphasize the need to strengthen the theme from the perspective of intergenerational citizenship. We recommend analyzing the various forms of intergenerational practices and studies, to build interactions, exchanges and experiences of the various social subjects for an education throughout the course of life, with respect for diversity and dignity for all generations. Intergenerational actions, activities and good practices are tools that strengthen emotional bonds, cooperation and mutual solidarity, driven by continuous and critical Intergenerational Education.

  • This work aimed to understand the social participation institutionalized by the National Health Council in a moment of democratic fragility and the right to health involving the period from 2013 to 2022. For that, an exploratory qualitative study was carried out using the methodology of content analysis proposed by Bardin. Participating in this study were national health counselors representing users through in-depth interviews, using semi-structured scripts that aimed to capture classical units of analysis of participation in terms of representativeness of leadership, legitimacy of the process, participation of the base, capacity for self-sustainability and expansion of democratic experimentalism in a moment of rupture experienced by the Brazil. The results enabled the construction of 6 categories that structure the work and the discussion, namely: 1. Work and daily life of national health counselors; 2 - Representativeness and participation of users in the National Health Council; 3 - Right to health and the new market mechanisms that weaken the SUS; 4 - Meanings and perceptions of democracy in Brazil today; 5 - Undemocratic constraints and weakening of the National Health Council; and 6 - Pandemic and difficulties in exercising participation. The results and the subsequent research indicate that despite the traditional problems of legitimacy and links with the bases, and the difficulties in defending the attacks on the right to health through the weakening of the SUS, these problems were exacerbated due to the new political scenario from the street demonstrations that took place in the last decade. The semantic units of analysis allowed us to walk through Brazilian democracy starting with the June 2013 marches and to understand the impacts of these changes on social control. The emergence of a new right wing with an authoritarian bias and fascist characteristics that took over the Brazilian State, bringing with it militarism and scientific denialism as a management logic, fit into this scenario. The magnifying glass allowed by the pandemic also resulted in the discussion about participation in virtual times, but which became even more important to oppose this authoritarian and anti-scientific logic responsible for a large part of the mortality that characterized the erratic fight against COVID-19 in Brazil. The study concludes by concluding that the role that social control plays in defending the right to health within a neoliberal context is of fundamental importance and how it has also acted as one of the bulwarks of our fragile

  • The work consists of a collection of articles that address a pressing issue in the Brazilian scenario: digital inequality, with a focus on elderly people and how developing the digital skills of this group can contribute to their civic participation.
    With the advent of the information age and aging, the relationship of this portion of the population with Information and Communication Technologies (ICTs) becomes increasingly crucial. The challenge is to include these more experienced generations in the technological revolution, especially in the context of e-government, where public services and information are increasingly digitized.
    To this end, for example, an analysis of critical factors related to e-government for elderly people was carried out and it was observed that the issue of digital exclusion, which was a predominant concern before the pandemic, but this gave way to relevance of "mobile government" in the post-COVID-19 period. Furthermore, issues related to the quality, absence and dissemination of information continue to be key elements to be considered, regardless of the context. Concern about “trust” emerged after the COVID-19 period.
    In this sense, the work proposes to develop and apply a theoretical model in the methodology of structural equations to explain and explore the proposed digital skills, namely: Computer Literacy, Digital Literacy and Digital Competence in the context of Lifelong Digital Learning. Ultimately, the search for a model of e-government acceptance by older people emphasizes the importance of digital skills. Digital Competence emerges as the most influential factor in e-government adoption, with Digital Literacy playing a crucial mediating role.
    The work also addresses the heterogeneity of the elderly population and uses the theory of generations to help explain the contact of these individuals with technology and the influence of this generational factor based on the generation to which this elderly person belongs. The results of digital skills and internet use across generations make visible the digital exclusion of certain groups, especially black men and women.
    In this challenging context, universities play a fundamental role in promoting lifelong digital skills. The creation of Research Observatories, such as the "Digital Longevity Observatory," represents an approach that aims to combine research, teaching and extension. This not only facilitates the organization and dissemination of relevant information about this scenario, but also empowers society, including the elderly population, in the digital era.
    Therefore, actively promoting digital skills among older people is fundamental to reducing digital inequality and enabling their effective participation in e-government, contributing to a more inclusive, civic-minded and technologically capable society.

  • Introduction: Accentuated urbanization and population aging create global challenges. In Brazil, the population has been aging in the face of unfavorable socioeconomic conditions, associated with - not uncommon - losses of autonomy and independence, and difficulty in adapting to the demands of the modern world, which often leads to the social isolation of the elderly people. The challenge of facing these transformations within a short period creates a sense of urgency in changing public policies and society. Faced with this scenario, the WHO in recent decades has increased its efforts to encourage healthy, active, and participatory aging, with friendly cities for the elderly and at the same time combating ageism. Living together in the city is permeated with prejudiced attitudes against the elderly, and the collective's awareness of this “ism” is the first step towards building friendly environments. Objectives: The objective of this study is to explore and understand the conceptions and perceptions of elderly people about the axes of the world Guide of Age-friendly cities, as well as their notes on priorities and barriers to make the metropolitan region of Brasília more friendly to the elderly. Methods: The theoretical-methodological proposal adopted is a qualitative, cross-sectional, and analytical approach. Two steps were organized: i) a review of the literature scope, to survey the concepts used for Age-friendly cities, as well as the theories that are used to cover the theme; ii) a survey of sociodemographic issues with the application of an Online Survey through a convenience sample of 208 elderly people, aged 60 or over from 4 administrative regions of the Federal District (Ceilandida, Lago Sul, Plano Piloto, and Taguatinga). The entire study adopts the theoretical framework of ageism and ecological theory, a construct that makes it possible to understand the barriers, prejudices, and stereotypes of the most diverse orders that compromise the experience of the fullness of longevity and the influence that the environment has on the inclusion and social interaction of women. old people. Results: The sample consisted of 208 people aged 60 years or older, with a predominance of women (78.4%), 90.38% heterosexuals, with a mean age of 67.5 years (± 6.67), a minimum of 60 years and a maximum of 92 years. The majority self-declared to be non-black (58.17%), however, in peripheral administrative regions there is a black majority (51% in Ceilândia and 50% in Taguatinga). On average, 68.75% have higher education, income of 4-10 minimum wages, are married or have a stable relationship (51.44%); 38.94% live with one more person; 62.50% have a health plan as holder; 72.12% live in their own property and paid off, and 46.63% of the individuals rated their health and quality of life as good. In short, 66.08% of people do not consider Brasilia a friendly city for the elderly, with 74.52% believing that for this title, the capital must improve access to external spaces. In addition, the most important axes are: Health (82.21%), Respect and Inclusion (74.52%) and Transport (73.56%). In the Ceilândia (90.2%) and Taguatinga (73.71%) regions, the greatest fear of elderly people when leaving home is the fear of being mugged. In Plano Piloto (72.41%) and Lago Sul (61.90%), there is a fear of suffering a fall because of uneven sidewalks. Conclusion: It was possible to identify that for the elderly, a friendly environment is one that facilitates the exploration of the external environment with accessibility, without leaving aside the right to health, respect and inclusion, and the provision of public transport. Those who live in peripheral regions suffer more from the insecurity of crime, while the central regions feel insecure with the physical structure of the sidewalks and the fear of falling. It was not possible to associate self-perception of health or other social determinants with the perception of the city being friendly to the elderly.

  • Brazilian society goes through a series of transformations, in cities and metropolises, in relation to the population profile, sociability processes, social configuration of human relations that present a complexity of interactions and technological, economic, political and sociocultural changes. In recent decades, with these social changes, elderly people living in urban areas have had less access to the presence of family members who are available for assistance and social interaction in everyday life. The present work seeks to answer the following question: “What are the main challenges/difficulties/obstacles for the social interaction of elderly people? since the social isolation of elderly people has the potential to become one of the biggest public health problems in contemporary society.
