Neste trabalho, procuro compreender como as mulheres eleitas por partidos de direita do legislativo nacional constroem o que deve ser representado, ou seja, a pergunta que orienta este trabalho é: como as parlamentares de partidos de direita da 56ª Legislatura mobilizam um sentido para a construção do que seria o interesse feminino dentro de suas legislaturas? Para isso analiso as proposições legislativa apresentadas por deputadas da 56ª Legislatura da Câmara dos Deputados de partidos de direita que aludem às necessidades e interesse feminino. Os resultados nos indicam que existe uma diferença entre as mulheres de direta sendo possível classificá-las entre conservadoras e neoconservadoras, além de apontar a violência como um tema importante para as mulheres. Utilizando a Análise de Discurso Crítica foi possível determinar de quais sentidos são utilizados para determinar o interesse feminino dentro da perspectiva das mulheres de direita.

In this work, I try to understand how the women elected by right-wing parties of the national legislature build what should be represented, that is, the question that guides this work is: how the parliamentarians of right-wing parties of the 56th Legislature mobilize a meaning for the construction what would be the female interest within your legislatures? For this, I analyze the legislative proposals presented by deputies of the 56th Legislature of the Chamber of Deputies from right-wing parties that allude to women's needs and interests. The results indicate that there is a difference between direct women, making it possible to classify them between conservative and neoconservative, in addition to pointing out violence as an important issue for women. Using Critical Discourse Analysis, it was possible to determine which senses are used to determine female interest within the perspective of right-wing women.

Este trabalho investiga os efeitos da nacionalização partidária sobre o comportamento legislativo dos partidos em sistemas presidenciais na América Latina. A literatura acredita que o nível de nacionalização tem efeito importante sobre alguns fatores da política, como o comportamento legislativo, a escolha de políticas públicas e a relação entre o governo e a coalizão presidencial. Alguns trabalhos chamam atenção para a importância de se compreender a dimensão vertical da nacionalização, especialmente em sistemas multiníveis, onde a esfera regional da política cumpre um papel importante na dinâmica dos sistemas presidenciais na região e possibilita um leque variado de estratégias partidárias na competição eleitoral. O objetivo deste estudo é analisar se estratégias nacionalizadas, com alto nível de integração vertical entre os ramos partidários, resultam em altos níveis de disciplina do comportamento partidário. A análise do caso brasileiro permite compreender essa relação causal em um sistema político descentralizado, onde as instituições eleitorais provocam incentivos incongruentes nas estratégias partidárias.

Como elemento estrutural da cidade capitalista, a segregação urbana impacta uma série de processos que moldam e condicionam fortemente a vida cotidiana. Da mesma forma, a divisão sexual do trabalho influencia e estrutura as possibilidades de organização dos indivíduos a depender do gênero, da classe e da raça. Ambas influenciam o acesso ao tempo livre. Considerando que o trabalho doméstico, pelo qual as mulheres são majoritariamente responsabilizadas, é realizado também fora da casa, pela cidade, a dissertação analisa a relação entre divisão sexual do trabalho e segregação urbana. Argumenta-se que há uma expressão da primeira no espaço e que ambos os fenômenos se somam de modo a criar mais barreiras cotidianas às mulheres, especialmente negras e pobres. Para entender como se estrutura e quais são os impactos dessa configuração de cidade, esse trabalho se debruça sobre o caso da Ceilândia, no Distrito Federal, que surge de uma erradicação de invasões da capital modernista utópica. Primeiro, discute-se como projeto urbanístico de Brasília visava refletir um país mais moderno, mas a atuação do Estado e do mercado levam a nova capital a se tornar uma das cidades mais segregadas, androcêntricas e racistas do Brasil. Depois, foram analisadas entrevistas com as moradoras pioneiras de Ceilândia, coletadas pelo arquivo de Distrito Federal, com olhar voltado especialmente para os elementos que configuram a dimensão socioespacial da divisão sexual do trabalho – proximidade da casa com os equipamentos coletivos, mobilidade, acesso à infraestrutura e ambiência urbana. A partir delas, houve uma coleta de dados do PDAD e do Índice de Vulnerabilidade Social, que ligam as histórias contadas pelas pioneiras com as consequências e dificuldades vividas no presente pelas moradoras da cidade.

As a structural element of the capitalist city, urban segregation impacts a series of processes that shape and strongly condition everyday life. Likewise, the sexual division of labor influences and structures the organization possibilities of individuals depending on gender, class and race. Both influence access to free time. Considering that domestic work, for which women are mostly responsible, is also carried out outside the home, in the city, the dissertation analyzes the relationship between sexual division of labor and urban segregation. It is argued that there is an expression of the former in space and that both phenomena add up to create more everyday barriers for women, especially black and poor women. In order to understand how it is structured and what are the impacts of this city configuration, this work focuses on the case of Ceilândia, in the Federal District, which arises from an eradication of invasions of the utopian modernist capital. First, it discusses how Brasília's urban project aimed to reflect a more modern country, but the role of the State and the market led the new capital to become one of the most segregated, androcentric and racist cities in Brazil. Afterwards, interviews with the pioneer residents of Ceilândia, collected by the Federal District archive, were analyzed, with a focus on the elements that configure the socio-spatial dimension of the sexual division of labor - proximity of the house to collective equipment, mobility, access to infrastructure and urban ambience. From them, there was a collection of data from the PDAD and the Social Vulnerability Index, which link the stories told by the pioneers with the consequences and difficulties experienced in the present by the city's residents.

Esta dissertação avalia quais condições possibilitam a transição de coalizões pré-eleitorais em governos de coalizão nos regimes presidenciais latino-americanos através de um desenho de pesquisa multimétodo. Por mais que a literatura aponte que as coalizões pré-eleitorais exerçam um impacto não negligenciável na formação de governo no presidencialismo, eu apresento uma nuância para essa relação ao argumentar que coalizões pré-eleitorais não são automaticamente transformadas em gabinetes de coalizão no presidencialismo. Isso acontece por causa da natureza das instituições presidenciais, que concedecem às presidentes a oportunidade de revisar os acordos pré-eleitorais uma vez que elas estão no poder ao mesmo tempo que diminui a medida em que os membros da coalizão pré-eleitoral podem puní-las. Nesse plano de fundo, o primeiro artigo empírico apresenta e testa a ideia de que os pactos pré-eleitorais devem ser mais vinculantes à medida que a polarização legislativa é mais extensiva no sistema partidário. O motivo para isso é que uma divisão ideológica aumentada ao nível do sistema partidário reduz a margem presidencial para construir gabinetes de coalizão não baseados no pacto pré-eleitoral, já que a complexidade de barganha dificulta a habilidade presidencial para reunir partidos com preferências políticas conflitantes em um mesmo gabinete. Além disso, com base em um raciocínio configuracional, o segundo artigo empírico investiga o que faz coalizões pré-eleitorais servirem como bases de gabinetes de coalizão pós-eleitorais, dado que os comprometimentos pré-eleitorais podem ser ampliados, mantidos ou diminuídos até a inaguração do novo governo. Os resultados destacam a importância de cinco condições, apesar de conferir maior proeminência para o status legislativo da coalizão pré-eleitoral, o baixo nível de polarização entre os parceiros da coalizão pré-eleitoral e a alta polarização legislativa. Em conjunto, os resultados dessa dissertação ampliam nosso conhecimento acerca da relação entre coalizões pré-eleitorais e formação de governo no presidencialismo ao mostrar a sua justaposição com a polarização legislativa.

This dissertation assesses which conditions enable the transition of pre-electoral coalitions into coalition governments in Latin American presidential regimes through a multimethod research design. Even though most literature praises the fact that pre-electoral coalitions exert a non-negligible impact on government formation in presidentialism, I present a nuance to this relationship by arguing that pre-electoral coalitions are not automatically transformed into coalition cabinets in presidentialism. This is so because of the nature of presidential institutions, which grants presidents the opportunity to revise the pre-electoral agreement once they hold office at the same time that diminishes the extent to which pre-electoral coalition members can punish them. Against this backdrop, the first empirical paper puts forward and tests the claim that pre-electoral pacts should be more binding to the extent that legislative polarisation is more pervasive in the party system. The reason is that an increased ideological dividedness at the party system level reduces presidents’ margins to build coalition cabinets not based on the pre-electoral pact, as complexity bargaining hampers the presidential ability to assemble parties with conflicting policy preferences in the same cabinet. In addition, based on a configurational rationale, the second empirical paper investigates what makes pre-electoral coalitions serve as the foundations of post-electoral coalition cabinets, given that pre-electoral commitments can be enlarged, maintained or shrunk until the government’s inauguration day. The results highlight the importance of five conditions, albeit with more prominence for the pre-electoral coalition majority status, the low polarisation between pre-electoral coalition members and the high legislative polarisation. Taken together, the findings of this dissertation enlarge our knowledge of the relationship between pre-electoral coalitions and government formation in presidentialism by showing its entanglement with legislative polarisation.

A Internet e as mídias digitais se tornaram espaços sociais de troca e interação entre atores e grupos com significativo impacto no mundo contemporâneo. Desde o início da década de 2010, pesquisas de cientistas sociais identificam na subcultura gamer raízes conectadas a uma tecnocultura tóxica calcada em preconceitos, reacionarismo e intolerância. Tal fato, somado a outros fatores, levou à construção de um ativismo anti-videogames e uma opinião pública estigmatizada sobre jogos eletrônicos, tidos como potenciais produtos indutores de personalidades violentas e antissociais. Isso gerou um afastamento da comunidade gamer dos espaços sociais tradicionais e provocou uma aglutinação dessa população primeiro nos chans e image board e, depois, com o avançar das big techs, em espaços virtuais a partir de aplicativos que permitem a prefiguração de sociedades alternativas. A dicotomia entre a opinião pública e a identidade gamer criou um contexto de polarização e aversão, tendo esta última contribuído para a consolidação do ativismo antissistema. Sobretudo após a eleição de líderes de extrema-direita ao redor do globo, as comunidades de jogadores vêm sendo investigadas enquanto câmaras de reprodução de ideologias extremistas. Nesse contexto, a presente pesquisa foi pensada para compreender o processo de politização de jovens em espaços digitais povoados por subculturas gamer para responder quais cosmovisões, repertórios e práticas políticas atravessam essas comunidades no Discord do Brasil. A partir da abordagem etnográfica longitudinal, os dados coletados compreendem o período de imersão de quase 3 anos (2020-2023) nos três maiores grupos públicos organizados no aludido aplicativo. A análise empírica comprova que a comunidade e a subcultura gamer são diversas e plurais, embora impere um estado de hegemonia nos discursos e nas posições de poder. Isso leva à produção e circulação de conteúdo extremista e intolerante, mas que é mascarado por meios de técnicas de memetização para soar engraçado e ser mais aceito pelos integrantes. Em paralelo, os iniciados desenvolvem símbolos e expressões comunicativas próprias, cujo significado não é inteligível para não-iniciados. A partir do conceito de ativismo criptografado, a pesquisa demonstra a existência de fluxos de comunicação para a transmissão de sintagmas reacionários e intolerantes, os quais são mascarados para serem lidos e descobertos apenas por aqueles que conhecerem o caminho das pedras. A partir do Discord, transitam materiais produzidos por YouTubers, sites, blogs e produtores de conteúdo (influenciadores) que trabalham para a difusão da extrema-direita entre os jovens jogadores de videogame no País.

The Internet and digital media have become social spaces for exchange and interaction among actors and groups with significant impact on the contemporary world. Since the beginning of the 2010s, social scientists have identified roots of a toxic technoculture based on prejudice, reactionary views, and intolerance within gamer subculture. This, combined with other factors, has led to the development of anti-video game activism and a stigmatized public opinion about electronic games, which are seen as potential inducers of violent and antisocial behavior. As a result, the gamer community has distanced itself from traditional social spaces and congregated first on chans and image boards, and later, with the advancement of big tech, in virtual spaces through applications that allow the prefiguration of alternative societies. The dichotomy between public opinion and gamer identity has created a context of polarization and aversion, with the latter contributing to the consolidation of anti-system activism.
Especially after the election of far-right leaders around the globe, gamer communities have been investigated as chambers for the reproduction of extremist ideologies. In this context, the present research aims to understand the process of political mobilization among young people in digital spaces populated by gamer subcultures, in order to answer which worldviews, repertoires, and political practices permeate these communities on Discord in Brazil. Through a longitudinal ethnographic approach, the collected data spans a period of nearly 3 years (2020-2023) within the three largest organized public groups on the aforementioned application.
Empirical analysis confirms that the gamer community and subculture are diverse and plural, although a state of hegemony prevails in discourses and positions of power. This leads to the production and circulation of extremist and intolerant content, which is masked through memetic techniques to appear humorous and be more accepted by members. Simultaneously, insiders develop their own symbols and communicative expressions, whose meaning is not intelligible to non-initiates. Drawing on the concept of encrypted activism, the research demonstrates the existence of communication flows for the transmission of reactionary and intolerant syntagms, which are masked to be read and discovered only by those familiar with the way. Through Discord, materials produced by YouTubers, websites, blogs, and content creators (influencers) circulate, working to spread far-right ideologies among young video game players in the Brazil.

Este trabalho objetiva explicar as variações do tamanho do centro presidencial em governos de coalizão na América Latina. O centro presidencial é o conjunto de unidades administrativas subordinadas diretamente ao presidente e que integram a estrutura oficial da Presidência da República, desempenhando funções que reforçam o poder presidencial. O principal argumento desenvolvido neste trabalho é que o presidente enfrenta um trade-off relativo ao centro presidencial, tendo incentivos a expandi-lo para lidar com o risco de agência advindo da divergência de preferências de atores dentro do Poder Executivo. As hipóteses desdobradas desse argumento foram testadas com dados dos centros presidenciais da Argentina, do Brasil, da Colômbia e do Uruguai por meio de modelos de regressão linear para estrutura painel. Os resultados apontaram que a amplitude ideológica da coalizão de governo tem efeito positivo e estatisticamente significante sobre o tamanho do centro presidencial, porém não se encontrou evidência que amparasse as hipóteses relativas ao extremismo ideológico do presidente e ao grau de partidarização do gabinete.

The purpose of this work is to explain the size variation of the presidential center in coalition governments in Latin America. The presidential center is the bulk of administrative units directly subordinate to the president and that is officially part of the Presidency of the Republic, performing functions that reinforce presidential power. The main argument developed here is that the president faces a trade-off regarding to presidential center, with incentives to expand it to deal with agency risk arising from divergent preferences among actors within the Executive Branch. The unfolded hypotheses of this argument were tested with data of Argentina, Brazil, Colombia, and Uruguay through linear regression models for panel data. The results show that ideological amplitude of coalition on government has a positive and statistically significant effect on the presidential center size, but no evidence was found to support the hypotheses of presidential ideological extremism and degree of cabinet partisanship.

Este trabalho aplica a teoria de governança de bens comuns de Elinor Ostrom para uma avaliação das propostas de política para criação de um instrumento de precificação de carbono no Brasil, notadamente o Decreto Presidencial 11.075/2022 e os Projetos de Lei 2148/2015 e 412/2022, da Câmara dos Deputados e do Senado Federal, respectivamente. Por meio da análise de conteúdo, busca-se compreender se estas proposições normativas observam os design principles para boa gestão de bens comuns e se a análise sob esta ótica pode derivar recomendações de aprimoramento das referidas propostas de legislação. De forma complementar, também busca-se mapear o histórico do debate sobre a precificação de GEE no Brasil, apontando o contexto nacional e internacional, as iniciativas e os atores que impulsionaram a discussão sobre o tema no país. Neste esforço, dedica-se especial atenção ao desenvolvimento do Projeto PMR, principal catalisador deste debate no contexto brasileiro, com vistas a compreender as origens da parceria, os objetivos, os atores engajados, os resultados do projeto, as recomendações elaboradas e a aplicação destas nas três propostas de política mencionadas acima. Conclui-se que poucos design principles de Ostrom são integralmente observados pelas proposições legislativas em discussão no Brasil. Ademais foram identificadas lacunas nas regulamentações estudadas que dificultam a conformidade destas com os princípios, a exemplo da exclusão de setores da economia do mercado regulado de carbono proposto pelas três normas, a ausência da previsão de mecanismos de resolução de conflitos entre os setores a serem regulados, e a ausência da possibilidade de aplicação de regras por meio de organizações encadeadas em diferentes níveis. Estas lacunas geram insumos para reflexão sobre eventuais recomendações de aprimoramento das propostas em estudo. No tocante ao mapeamento do debate sobre precificação de carbono no Brasil, foi possível concluir que o setor privado teve – e ainda tem - forte influência e atuação neste, sobretudo no âmbito do Projeto PMR. Entidades como CEBDS, a Coalizão Brasil Clima, Florestas e Agricultura e a CNI tiveram papel fundamental como impulsionadores da discussão. Quanto aos resultados do Projeto PMR em si, aponta-se que este concluiu ser desejável que o Brasil adote um Sistema de Comércio de Emissões – SCE, e elencou recomendações de características que este sistema deveria ter. O presente trabalho evidenciou, por fim, que proposta de lei mais adequada às recomendações elaboradas pelo Projeto é o PL 2148/2015, que atende integral ou parcialmente a todas as sugestões elencadas.

This work applies Elinor Ostrom's theory of common-pool resource governance to evaluate policy proposals for the implementation of a carbon pricing instrument in Brazil, notably the Presidential Decree 11.075/2022, and Bills 2148/2015 and 412/2022 from the House of Representatives and the Federal Senate, respectively. Through content analysis, the aim is to understand whether these regulatory proposals adhere to the design principles for good management of common-pool resources and whether the analysis from this perspective can provide recommendations for improving the mentioned legislative proposals. Additionally, the work seeks to map the background of the debate on GHG pricing in Brazil, highlighting the national and international context, initiatives, and actors that have driven the discussion on the topic in the country. In this effort, special attention is given to the development of the PMR Project, the main catalyst for this debate in the Brazilian context, with the goal of understanding the origins of the partnership, objectives, engaged players, project outcomes, recommendations made, and their application in the three aforementioned policy proposals. The study concludes that few of Ostrom's design principles are fully observed in the legislative proposals under discussion in Brazil. Furthermore, gaps were identified in the regulations studied that hinder their compliance with the principles, such as the exclusion of sectors of the economy from the regulated carbon market proposed by the three norms, the absence of conflict resolution mechanisms among the regulated sectors, and the lack of the possibility of applying rules through nested organizations at different levels. These gaps provide input for reflection on potential recommendations to improve the proposals under study. Regarding the mapping of the carbon pricing debate in Brazil, it was concluded that the private sector has had - and still has - a strong influence and presence, particularly within the PMR Project. Entities such as CEBDS, the Brazil Climate, Forests, and Agriculture Coalition, and the CNI played a fundamental role as drivers of the discussion. As for the results of the PMR Project itself, it was found that it deemed it desirable for Brazil to adopt an Emissions Trading System (ETS) and provided recommendations on the characteristics that such a system should have. Finally, this work has highlighted that the bill most aligned with the recommendations made by the Project is the Bill 2148/2015, which fully or partially meets all the suggestions raised.

A pandemia de COVID-19 foi um evento politizado e contencioso, que explicitou divisões ideológicas entre extrema direita e progressistas que eram anteriores à crise sanitária. No Brasil, o então presidente Jair Bolsonaro, um populista de ultradireita, fez diversos discursos que atacavam os imunizantes, o que impulsionou um ativismo até então pouco comum no país contra a obrigatoriedade das vacinas e a vacinação infantil para a COVID-19. Esta dissertação é guiada pela seguinte pergunta de pesquisa: qual é a relação entre ideologias políticas e o ativismo contra a obrigatoriedade da vacina para a COVID-19 no Brasil? O objetivo geral da pesquisa é, então, compreender de que forma houve a conexão entre ideologias de direita e o movimento de contestação à vacinação obrigatória para a COVID-19 no Brasil. De forma específica, analisamos as formas de legitimação discursiva e construção de enquadramentos dos ativistas e quais justificativas eles utilizaram para legitimar seus discursos. A pesquisa tem um desenho qualitativo baseado em 42 entrevistas semi-estruturadas com parlamentares e ativistas e na observação participante realizada em 5 eventos: 2 cursos online e 3 protestos presenciais. Como resultado, encontramos nos discursos uma forte homogeneidade ideológica
à direita e uma construção identitária que estrategicamente rechaça os rótulos de “antivacina”, “anticiência” e “negacionistas”. Foi também evidente a busca por formas de legitimação discursiva, especialmente através da utilização de referências à autoridade médica, jurídica e às narrativas conspiratórias, que também se baseiam nessas outras duas fontes de legitimação. Ainda, os dados sobre as fontes de informação usadas pelos ativistas, em sua maioria bolsonaristas, demonstram a preponderância da influência de novos gatekeepers, que se apresentam como alternativa à mídia tradicional e às instituições científicas peritas.

The COVID-19 pandemic was a politicized and contentious event, which made explicit ideological divisions between the radical right and progressives that existed before the health crisis. In Brazil, former president Jair Bolsonaro, a radical right populist, made several speeches attacking the COVID-19 vaccines, which fueled an unusual activism against mandatory vaccines and childhood vaccination in the country. This dissertation is guided by the following research question: what is the connection between right-wing political ideologies and activism against mandatory COVID-19 vaccination in Brazil? The general aim of the research is to understand how right-wing ideologies have been linked to the movement to challenge mandatory COVID-19 vaccination in Brazil. Specifically, we analyzed the forms of discursive legitimation and the construction of collective action frames. The research has a qualitative design based on 42 semi-structured interviews with parliamentarians and activists and 5 participant observations, in 2 online courses and in 3 face-to-face protests. Through this effort, we sought to analyze the interpretive frames and collective action strategies of activists opposed to mandatory vaccination for COVID-19. As a result, we found in the discourses a strong ideological homogeneity to the right and an identity construction that strategically rejects "anti-vaccine", "anti-science" and "denialists" labels.

Neste trabalho, nos guiamos pela questão de como alterações em normas eleitorais impactam as estratégias partidárias de participação eleitoral. A reforma eleitoral implementada em 2020 proibiu as coligações proporcionais e teve como um de seus objetivos a redução do número de partidos no Brasil. O objetivo central é observar se, entre as eleições de 2000 a 2020, os partidos se comportaram de forma mais nacionalizada a depender das regras eleitorais vigentes. De forma específica, busca-se analisar sua presença nos distritos eleitorais e os padrões de sua participação em todas as eleições. Observamos que em 2020 houve uma retração territorial na participação dos partidos brasileiros em eleições municipais, dando indícios de um processo de desnacionalização.

In this dissertation, we are guided by the question of how changes in electoral norms can impact the strategies of electoral participation for political parties. The reform implemented in 2020 put an end to coalitions in proportional elections and had as one of its objectives the reduction of political parties in Brazil. Our main objective is to observe if, between the elections of 2000 and 2020, parties behaved in a more nationalized way depending on the current rules. More specifically, we seek to analyze their presence in electoral districts and the patterns of participation in all of the elections from the period. We found that in 2020 there was a significant territorial retraction in party participation for municipal elections in Brazil, indicating a process of denationalization.

O cuidado, prática social composta por relações de interdependência que atendem demandas concretas, emocionais e psicológicas, toca a todos em algum momento da vida e, em certas etapas da existência, é a condição definidora de um indivíduo (GUIMARÃES, 2021). Do caráter inevitável das ações de cuidado, decorre que sempre há quem se responsabilize por sua execução: em geral, essa carga é imputada às famílias e, dentro delas, às mulheres. No entanto, essa natureza universal impede que o cuidado seja responsabilidade exclusiva de certo núcleo sem que isso gere dinâmicas distorcidas de sobrecarga e isolamento para os entes responsáveis. A família está em direta interação com e sob influência recíproca de outras instituições. No que tange às necessidades de cuidado, essas entidades têm na ação das mulheres o que Faur (2014) denomina de um “pressuposto não explícito”, ou seja, tanto o mercado como os serviços públicos se estruturam supondo que elas, de forma silenciosa e invisível, suprirão a demanda de cuidados descoberta pelas estruturas sociais. Isso é verdade especialmente em sociedades extremamente desiguais, nas quais Estado e mercado não abarcam as carências de uma parcela relevante da população e, por sua ausência, são estruturantes de um tipo de cuidado inserido nos interstícios dos tecidos sociais mais pobres: o cuidado comunitário. Tais conexões têm origem em contextos nos quais não há recursos para adquirir serviços no mercado (como contratar uma babá), tampouco políticas públicas (como creches) para suprir necessidades (GUIMARÃES, 2019). Essas trocas podem ser delimitadas pelo conceito de cuidado como ajuda, de Guimarães (2021). Ele define conexões baseadas na força das redes de vizinhança que tem a reciprocidade como principal (mesmo que não exclusiva) moeda de intercâmbio. Esses vínculos, em geral, assumem lógicas próprias de retribuição e de solidariedade, incluindo a transgressão de conceitos tradicionais de família e a criação de dinâmicas particulares de poder (MORENO, 2019; FAUR, 2014). Instigada por essas considerações, a pesquisa desenvolvida neste trabalho explora a percepção das mulheres sobre as demandas de cuidado presentes em suas rotinas, incluindo as trocas das vizinhanças como instâncias significativas para a reflexão sobre a relação entre cuidado e democracia.

Care, a social practice composed of relationships of interdependence to meet concrete, emotional and psychological needs, it’s a collective need and, at certain stages of existence, is the defining condition of an individual (GUIMARÃES, 2021). As care is inevitable, thus there is always a someone in charge of its execution: this burden usually falls on families and, within them, on women. However, its universal nature prevents care from being the exclusive responsibility of a certain group without this generating distorted dynamics of isolation for those responsible. The family is in direct interaction with and under the reciprocal influence of other institutions. Regarding care needs, these entities have in women's actions what Faur (2014) calls a “non-explicit assumption”, that is, both the market and public services are structured assuming that they, silently and invisible, will meet the demand for care discovered by social structures. This is especially true in extremely unequal societies, in which the State and market do not reach the needs of parts of the population and, due to their absence, are structuring of a type of care inserted in the poorest neighborhoods: community care. Such connections originate in contexts in which there are no resources to purchase services on the market (such as hiring a nanny), nor public policies (such as daycare centers) to meet needs (GUIMARÃES, 2019). These exchanges can be delimited by the concept of "care as help", by Guimarães (2021). It defines connections based on the strength of neighborhood networks that have reciprocity as the main (although not exclusive) currency of exchange. These bonds, in general, assume their own logic of retribution and solidarity, including the transgression of traditional concepts of family and the creation of particular power dynamics (MORENO, 2019; FAUR, 2014). Instigated by these considerations, the research developed in this work explores women's perception of the care demands present in their routines, including neighborhood exchanges as significant instances for reflection on the relationship between care and democracy.

Este trabalho busca aplicar o conceito de capital político-familiar sob a técnica de Análise de Redes Sociais (ARS) em um mapeamento no estado da Bahia, identificando, especialmente, a família Magalhães. Embora a temática da presença de famílias com poder político não seja um fenômeno recente, tampouco interrompido, a ciência política e a sociologia contemporâneas deixaram de incluir a variável família em suas investigações que buscam compreender e explicar a estrutura político-social do Brasil. Aqui, sob as hipóteses de que as famílias políticas se perpetuam no poder uma vez que ocupam esse espaço e que se enraízam para instituições políticas nos três poderes da República, a questão central é como o compartilhamento de capital político-familiar relaciona a política baiana. Na tentativa de compreender como o compartilhamento de capital político-familiar afeta a dinâmica local, optou-se pelo mapeamento das famílias políticas e do carlismo na Bahia. Este trabalho combina métodos qualitativos e quantitativos para concluir que os indivíduos investigados compõem um agrupamento pouco denso, mas com alta formação de clusters, ou seja, clãs familiares. Além disso, é possível identificar que a rede de capital político-familiar alcança diversas instituições nas três esferas de poder da República e passam, em média, mais de seis décadas no poder.

This work seeks to apply the concept of political-family capital using the Social Network Analysis (SNA) technique in a mapping in the state of Bahia, identifying, especially, the Magalhães family. Although the theme of the presence of families with political power is not a recent phenomenon, nor has it been interrupted, contemporary political science and sociology have stopped including the family variable in their investigations that seek to understand and explain the political-social structure of Brazil. Here, under the hypotheses that political families perpetuate themselves in power once they occupy this space and that they take root in political institutions in the three powers of the Republic, the central question is how the sharing of political-family capital relates to Bahian politics. In an attempt to understand how the sharing of political-family capital affects local dynamics, we chose to map political families and Carlism in Bahia. This work combines qualitative and quantitative methods to conclude that the individuals investigated make up a group that is not very dense, but with a high level of cluster formation, that is, family clans. Furthermore, it is possible to identify that the network of political-family capital reaches several institutions in the three spheres of power of the Republic and spend, on average, more than six decades in power.

Pessoas com variações congênitas das características sexuais sofrem persistentes abusos e violações de seus direitos humanos. Sobre essa matéria, uma crescente rede de ativismo tem se consolidado pelo mundo, objetivando a proteção e promoção de direitos humanos da população intersexo. Este é um estudo do caso de ativismo intersexo no Brasil com o objetivo de analisar a sua conformação por meio da identificação das práticas e ideias, e das noções de corpo mobilizadas, no contexto entre 2006-2021. O estudo contribui para o debate sobre ação política no Brasil, adensando a agenda de pesquisa sobre ativismo LGBTI, de maneira geral, e questões intersexo, mais especificamente. Ademais, colabora para o campo de estudos empíricos filiados (i) aos estudos intersexo e de gênero e (ii) aos estudos de movimentos sociais e ação política desde abordagens pragmatista e do institucionalismo discursivo. A técnica de coleta de dados foi composta pela condução de entrevistas guiadas por questionários semiestruturados e pela análise de documentos. A amostragem de respondentes considerou a centralidade e diversidade dos atores da rede. Dois instrumentos de pesquisa foram desenvolvidos, considerando o público de (i) ativistas e (ii) pessoas com restrições de declaração pública. As entrevistas foram conduzidas entre 13 de maio e 07 de outubro de 2021, perfazendo o número final de dezessete unidades consideradas, dentre as dezoito entrevistas que conduzi. Para a análise desses dados coletados, empreguei técnicas socio-históricas de análise do conteúdo das entrevistas e dos documentos, onde identifiquei pré-indicadores e núcleos de significação. Os resultados desta pesquisa descreveram uma diversidade de práticas e ideias do ativismo intersexo e analisaram suas mudanças ao longo do tempo. Considerei a Organização Intersexual Internacional em língua portuguesa o marco inicial da mobilização política intersexo no Brasil, em 2006. Até 2009, o blog da Organização foi intermitentemente apropriado e transformado pelo ativismo protagonista de Waléria Torres para transmitir sua história pessoal, comunicar definições - despadronizadas - sobre intersexualidade, canalizar ideias sobre direitos humanos, crise e despatologização, e ponderar os horizontes práticos do ativismo, com foco na divulgação científica e colaboração com pesquisadores. Em 2014, identifiquei um novo ciclo de mobilização do ativismo intersexo cujas interações foram rotinizadas especialmente por meio Facebook a fim de reunir pares, compartilhar informações técnicas e experiências de vida, além da organizar iniciativas coletivas de visibilidade pública. A partir de 2017, a bem-sucedida mobilização reuniu uma rede crescente de grupos e pessoas intersexo e aliados - especialmente pesquisadores, médicos, advogados e familiares, mas também atores conservadores - à medida que o conteúdo de suas ideias tomava contornos biologicistas e matricêntricos, durante os contextos turbulentos até 2019. Em 2020, os impactos desproporcionais da pandemia de Covid-19 desencorajaram a mobilização de ativistas intersexo. Na resposta à crise sanitária, os atores remanescentes trataram de levantar recursos emergenciais para subsidiar iniciativas de solidariedade online, cultivaram os canais de diálogo que mantinham no Judiciário, apostaram em candidaturas coletivas e no advocacy nos Legislativos municipal e estadual, permaneceram nos poucos espaços sócio-estatais de interação com o Executivo e focaram na construção de coalizões LGBTQIAPN+.

Individuals born with congenital variations of sex characteristics consistently experience human rights abuses and violations. Globally, there is a growing network of activism dedicated to safeguarding and advocating for the human rights of intersex communities. This research constitutes a case study on the trajectory of intersex activism in Brazil from 2006 to 2021, with the primary goal of scrutinizing its practices and ideologies. The study contributes significantly to the discourse on political action in Brazil, adding depth to the research agenda on LGBTI activism overall and specifically addressing intersex issues. Furthermore, it aligns with empirical studies within the realms of intersex and gender studies, as well as social movements and political action studies, employing pragmatist and discursive institutionalism approaches. The data collection methodology involved conducting interviews guided by semi-structured questionnaires and analyzing relevant documents. The sampling of respondents took into account the centrality and diversity of network actors. Two distinct research instruments were developed for the audience of activists and individuals facing restrictions on public statements. Between May 13th and October 7th, 2021, eighteen interviews were conducted. Socio-historical content analysis was applied to the interviews and documents, revealing pre-indicators and meaning nuclei. The findings of this research illuminate a spectrum of practices and ideas within intersex activism and trace their contingencies over time. The Portuguese-language Organization International Intersex is identified as the initial milestone in intersex political mobilization in Brazil, dating back to 2006. Until 2009, Waléria Torres' posts on the Organization's blog served as a platform for transmitting personal narratives, conveying non-standardized intersex definitions, discussing human rights, crises, depathologization, and emphasizing activism's practical horizons, including the dissemination of evidence-based data and collaboration with researchers. A new mobilization cycle in 2014 utilized Facebook as a central platform for interaction, allowing the sharing of technical information, life experiences, and the coordination of collective initiatives for increased public visibility. By 2017, successful mobilization efforts had brought together a growing network of intersex groups, individuals, and allies, encompassing researchers, doctors, lawyers, family members, and even conservative actors, while the content of their ideas also evolved, adopting biological and matricentric contours amid the turbulent contexts until 2019. In 2020, the disproportionate impacts of the COVID-19 pandemic discouraged the mobilization of intersex activists. In response, remaining actors mobilized emergency funds, supported online solidarity initiatives, maintained dialogue channels within the Judiciary, engaged in collective candidacies and advocacy in local and state legislatures, retained interaction with the Executive in limited socio-state spaces, and focused on LGBTQIAPN+ coalition-building.

Esta tese é uma reflexão sobre as relações entre surveys e a noção de opinião pública. Privilegia dois aspectos: (1) a reconstituição do momento histórico em que as pesquisas de opinião se tornam centrais na definição de opinião pública; (2) o questionamento acerca das premissas democráticas atribuídas tanto aos surveys quanto à opinião pública. Incorporada à gramática política desde a segunda metade do século XVIII, a noção de opinião pública surge, já nos seus primórdios, vinculada à imprensa e aos princípios do liberalismo político. Apesar da crescente importância que adquire como categoria dos emergentes regimes democráticos, permanece envolta em indeterminação, vagueza, opacidade e polissemia. Com a chegada dos surveys, a perspectiva de mensurar a opinião pública por meio da agregação das opiniões dos indivíduos ganha centralidade, promovendo uma importante inflexão. Saudados como dispositivos de natureza democrática, os surveys passam a ser considerados e amplamente aceitos como equivalentes da opinião pública. São profundas as implicações dessa correspondência para as relações entre os campos da política e da mídia, e para a relação entre governantes e governados. A cobertura eleitoral passa a ser estruturada em torno do uso das pesquisas de intenção de voto, assim como os índices de popularidade dos eleitos tornam-se críticos para o exercício da liderança política. Em torno dessa nova configuração, consolida-se todo um campo de conhecimento da opinião pública - utilizando surveys - para estudar o comportamento político dos indivíduos e a própria democracia. A ênfase da reflexão desenvolvida nesta tese converge, então, para a seguinte questão: a noção de opinião pública como equivalente às pesquisas de opinião representa ganhos para a democracia? Na ausência de uma literatura consolidada de ancoragem crítica, propõe-se uma discussão com os poucos autores que se dedicaram a contestar, tanto a equivalência entre surveys e opinião pública, quanto os postulados democráticos do instrumento survey e da noção. Como conclusão, o argumento é pela fragilidade constitutiva dos pressupostos democráticos de ambos, o que exige um maior escrutínio sobre o uso dos surveys, pela imprensa, como equivalente de opinião pública. Por outro lado, não se trata de argumentar pela irrelevância social dos surveys, especialmente diante da complexidade dos movimentos de opinião gerados no ambiente online e da retórica antipesquisa da extrema direita. Quanto à opinião pública, o argumento é de que serve mais à democracia se as vozes e os grupos sociais que efetivamente influem na esfera do poder político não perderem sua nitidez, sob a opacidade e as contradições que a noção carrega consigo.

This doctoral thesis reflects on the relations between surveys and the notion of public opinion. It highlights two aspects: (1) the reconstitution of the historical moment in which surveys become central in the definition of public opinion; (2) the questioning about the democratic premises attributed to both surveys and public opinion. Since the second half of the 18th century, the notion of public opinion had been incorporated into the political vocabulary as a new reality. From the very beginning, it has been linked to the press and the principles of political liberalism. Despite the growing importance it had acquired as a political category of emerging democratic regimes, it has remained shrouded by indetermination, vagueness, opacity and polysemy. When surveys come about, the perspective of measuring public opinion through the aggregation of the opinions of individuals gains centrality, leading to an important change. Praised as democratic devices, surveys have become considered, and widely accepted, as equivalents of public opinion. The implications of this equivalence are profound for the relations between the fields of politics and the media, and for the relationship between who governs and the governed. Electoral media coverage has now become structured based on the use of polls, just as the popularity ratings of the elected by vote have become critical to the exercise of political leadership. Around this new configuration, a whole field of knowledge of public opinion is consolidated - using surveys - to study the political behavior of individuals and democracy itself. The emphasis of the discussion in this thesis converges, then, to the following question: does the notion of public opinion as equivalent to opinion polls represent gains for democracy? In the absence of a consolidated literature based on a more critic perspective, a discussion is presented with the few authors who dedicated themselves to contesting both the equivalence between surveys and public opinion, as well as the democratic postulates of surveys instrument and the notion itself. In conclusion, the argument is for the constitutive fragility of the democratic assumptions of both, which requires greater scrutiny on the use of surveys by the press as an equivalent of public opinion. On the other hand, it is not a question of arguing for the social irrelevance of surveys, especially before the complexity of opinion movements generated in the online environment, and the anti-research rhetoric from the far-right political spectrum. Regarding to public opinion, the point is that it could serve democracy more if the voices and social groups that effectively influence the sphere of political power do not shelter themselves under the opacity and contradictions that the notion of public opinion carries with it.

Com o objetivo de verificar se a mobilidade dos integrantes da carreira de Especialista em Políticas Públicas e Gestão Governamental levou esses profissionais a atuarem como agentes de mudança por meio de políticas públicas no governo federal brasileiro, a presente tese apresenta mapeamento das trajetórias individuais dos denominados gestores no período histórico que contempla seis mandatos presidenciais (2000 a 2018), identificando semelhanças entre elas, que possam ser compreendidas como padrões, agrupados em clusters. Descobriu-se que aproximadamente 50% das trajetórias caracterizam-se por alta mobilidade. Sob as lentes da teoria dos campos de ação estratégica de Fligstein & McAdam (2012), a abordagem de carreiras elaborada por Schneider (1994) e os conceitos de campus e de capitais de Bourdieu nas obras de Savage (2005) e de Rosssier (2020), foram analisados os mecanismos de movimentação, capitais acumulados e cálculos para a construção das trajetórias em seus diversos contextos e contingências. Dentro de uma visão mais abrangente , pode-se afirmar que as competências desses profissionais de perfil generalista estão associados com o perfil técnico político, porque ao tempo que esse profissional tem capacidade técnica e domínio de algumas linguagens setoriais para resolver problemas, consegue fazer uma leitura política dos projetos e problemas de forma pragmática. A mobilidade é útil para essas estratégias do “ser” técnico-político. Ela é um instrumento útil para a administração pública, que confere aos novos dirigentes a possibilidade de constituírem equipes com profissionais qualificados e experientes, assim como um instrumento útil para os gestores gerenciarem seu curso profissional e sim, contribuírem para mudanças resultantes das políticas públicas das quais participam. Os gestores que tem trajetória com maior número de movimentações acabam revelando perfil político mais acentuado, acumulando mais capitais e podendo atuar como atores estratégicos em seus campos de ação. Ao contrário da tradição burocrática que valoriza a especialidade como grande capacidade da administração, bem como o saber setorial no campo das políticas públicas, a contribuição do EPPGG está justamente na transversalidade.

With the aim of verifying whether the intersectoral mobility of members of the Specialist in Public Policy and Government Management career led these professionals to act as agents of change through public policies in the Brazilian federal government, this thesis presents a mapping of the individual trajectories between bodies and between positions in commission, the so-called managers in the historical period that includes six presidential terms (2000 to 2018), identifying similarities between them, which can be understood as patterns, grouped in clusters. It was found that approximately 50% of the trajectories are characterized by high mobility. Under the lens of the theory of fields of strategic action by Fligstein & McAdam (2012), the approach to careers elaborated by Schneider (1994) and Bourdieu's concepts of campus and capital in the works of Savage (2005) and Rosssier (2020 ), the movement mechanisms, accumulated capital and calculations for the construction of trajectories in their various contexts and contingencies were analyzed. Within a broader view, it can be said that the equity of this generalist profile is associated with the political technical profile, because at the same time that this professional has the technical capacity and knowledge of some sectoral languages to solve problems, at the same time he manages to make a political reading of the projects and problems in a pragmatic way. Mobility is useful for these strategies of technical-political “being”. It is a useful instrument for public administration, which gives new managers the possibility of forming teams with qualified and experienced professionals, as well as a useful instrument for managers to manage their professional course and, yes, contribute to changes resulting from the public policies which participate. Managers who have a trajectory with a greater number of movements end up revealing a more pronounced political profile, accumulating more capital and being able to act as strategic actors in their fields of action. Contrary to the bureaucratic tradition that values the specialty as a great ability of the administration, as well as sectorial knowledge in the field of public policies, the contribution of the EPPGG is precisely in its intersectoral mobility.

A difusão de políticas públicas é um campo da Ciência Política em franca expansão no Brasil. Pesquisas que buscam identificar por que e como as políticas públicas se difundem em contextos federativos ajudam a compreender desde questões sobre comportamento político e o papel das instituições até processos mais amplos de formação de múltiplas agendas, formulação e adoção de políticas públicas. Esta tese inova e contribui com o esforço ao explicar por que dois instrumentos de política urbana – a Outorga Onerosa do Direito de Construir e as Zonas Especiais de Interesse Social – se difundiram entre os municípios brasileiros. A partir de um desenho de pesquisa multimétodo, aplicou-se o modelo de Análise de Sobrevivência (Cox’s Proportional Hazards Model) para estimar a taxa de risco de adoção dos instrumentos pelos 5570 municípios. Associada a uma técnica de análise comparativa, foi possível explicar a difusão da Outorga Onerosa e das ZEIS a partir de diferentes níveis de coerção exercidos pelo ente federal. Hipóteses sobre a influência da dinâmica político-eleitoral, partidos políticos, capacidades estatais, condições socioeconômicas, bem como da proximidade geográfica, das relações de vizinhança e da interação nacional foram testadas. Encontramos evidências de que, para o caso das políticas urbanas, a competição política, as capacidades estatais e as questões regionais explicam a difusão dos instrumentos pelos municípios brasileiros.

The diffusion of public policies is a growing field of Political Science in Brazil. Research that aims to identify why and how public policies diffuse in federative contexts helps to understand issues from political behavior and the role of institutions to broader processes of multiple agendas, formulation and adoption of public policies. This thesis innovates and contributes to the effort by explaining why two urban policy instruments - the Outorga Onerosa do Direito de Construir and the Zonas Especiais de Interesse Social - have spread among Brazilian municipalities. With a multi-method research design, we applied an event history analysis model (Cox’s proportional hazards regression) to estimate the hazard rate for policy adoption among 5570 cities. We also applied a comparative technique to understand the impact of federal institutions over both diffusion processes. Hypotheses about the influence of electoral dynamics, political parties, state capacities, socioeconomic conditions just as geographical proximity, neighborhood and national interaction were tested. We find evidence that political competition, state capacities and regions drive the urban policy diffusion in local governments in Brazil.

Esta pesquisa se situa no campo de estudos sobre difusão de políticas públicas com foco empírico nas regiões metropolitanas brasileiras. O objetivo foi investigar a conformação e a dinâmica das regiões metropolitanas, buscando compreender os fatores políticos, econômicos e sociais que influenciam a difusão. A tese buscou contribuir com a discussão do processo de difusão de políticas e o desenho federativo brasileiro. Neste contexto, duas perguntas de pesquisa orientaram esse trabalho: Qual é a conformação e a dinâmica da difusão de regiões metropolitanas no país? Que benefícios políticos, econômicos e sociais estão relacionados à institucionalização dessas regiões metropolitanas? O processo de difusão foi analisado de forma geral, com levantamento e análise de um conjunto extenso de dados sobre as regiões metropolitanas no país, e por meio de quatro estudos de caso, referentes aos Estados de Alagoas, Paraíba, Paraná e Santa Catarina. Para realizar os estudos de caso foi utilizado o método de pesquisa qualitativa com coleta e análise de pesquisa documental, entrevistas semiestruturadas com informantes-chave, elaboração cartográfica e investigação de leis complementares estaduais. A análise dos estudos de caso foi baseada em fatores de natureza política, econômica e social que influenciaram o processo de difusão de regiões metropolitanas. Para os casos selecionados foram desenvolvidas variáveis de pesquisa e foram testadas três hipóteses. Os resultados encontrados demonstraram que os casos estudados se tornaram mais propensos à criaram regiões metropolitanas a partir de características de maior proximidade geográfica, influência dos agentes políticos regionais e aumento de repasses de recursos de programas federais. Além disso, o processo de difusão de criação de regiões metropolitanas não acompanhou o desenvolvimento de estruturas funcionais e burocráticas adequadas de gestão. Foram criadas diversas regiões metropolitanas que não apresentam critérios técnicos nem instrumentos de gestão, tais como empresas metropolitanas, conselhos participativos e fundos de financiamento. Dessa maneira, houve a institucionalização por meio de leis complementares, mas não houve a implementação de fato dessas regiões metropolitanas. Os casos selecionados demonstraram que a institucionalização de regiões metropolitanas foi utilizada como uma estratégia de distinção dos espaços urbanos na competição por recursos, sem que houvesse implementação de governança interfederativa em termos de função pública de interesse comum entre os entes federados.

This research was about policy diffusion with an empirical focus on Brazilian metropolitan regions. The objective was to investigate the conformation and dynamics of metropolitan regions, seeking to understand the political, economic and social factors that influence diffusion. The thesis seeks to contribute to the discussion of the policy diffusion process and the Brazilian federative design. In this context, two research questions guided this study: What is the structure and dynamics of the metropolitan regions diffusion in the Brazil? What political, economic and social benefits are related to the institutionalization of these metropolitan regions? The diffusion process was analysed in general, with a survey and analysis of an extensive set of data on the metropolitan regions in Brazil and through four case studies, referring to the states of Alagoas, Paraíba, Paraná and Santa Catarina. To carry out the case studies, a qualitative research method was used with the collection and analysis of documentary research, semi-structured interviews with key informants, cartographic elaboration and investigation of state complementary laws. The analysis of the case studies was based on political, economic and social factors that influenced the metropolitan regions diffusion process. For the selected cases, research variables were developed and three hypotheses were tested. The results showed that the studied cases became more likely to create metropolitan regions based on characteristics of greater geographic proximity, influence of regional political agents and increase in transfers of resources from federal programs. In addition, the diffusion process of metropolitan regions creation did not accompany the development of adequate functional and bureaucratic management structures. Several metropolitan regions were created that do not have technical criteria or management instruments, such as metropolitan companies, participatory councils and financing funds. In this way, there was institutionalization by complementary laws, but there was no actual implementation of these metropolitan regions. The selected cases demonstrated that the metropolitan regions institutionalization was used as a strategy for distinguishing urban spaces in the competition for resources, without the implementation of inter-federative governance in terms of public function of common interest between the federal entities.

Ainda há escassa literatura recente que se preocupe com o impacto subnacional nos processos legislativos nacionais. Nesse sentido, essa tese busca dar sequência no estudo de linha de pesquisa sobre estudos legislativos com ênfase na perspectiva federativa e no papel dos governos subnacionais. É analisada a dinâmica parlamentar dos conflitos federativos nas matérias afetas à base regulatória da política ambiental, em especial o licenciamento ambiental, tema em que o conflito federativo está claramente caracterizado. Os casos selecionados são o processo que originou a Lei Complementar n° 140/2011 e a proposta de Lei Geral do Licenciamento Ambiental (PLP n° 12/2003 e apensos). Buscou-se compreender o processo de negociação e quais orientações prevaleceram ao longo da tramitação. Foi realizado rastreamento do processo legislativo e análise de conteúdo de 22 entrevistas, com ênfase na narrativa analítica a partir da perspectiva dos entrevistados. O enquadramento teórico escolhido foi o Modelo de Múltiplos Fluxos de Kingdon. Foram destacados nos fluxos, nos dois processos legislativos rastreados, a questão federativa e o impacto estadual. Os resultados apontam que a Lei Complementar conseguiu resolver, em parte, o problema sobre as atribuições dos entes em licenciamento. Já o substitutivo sobre a Lei Geral, aprovado na Câmara, apresenta retrocessos na definição dos procedimentos de licença. O papel dos governos subnacionais se mostrou relevante nos dois processos estudados.

Today, there are few recent studies that consider the subnational impact on national legislative processes in Brazil. This thesis seeks to continue the study in the line of research on legislative studies with emphasis in the federative perspective and in the role of subnational governments. This study approaches the parliamentary dynamics in scenario of federative conflicts in matters related to the regulatory basis of environmental policy, in particular environmental licensing, an issue in which the federative conflict is clearly characterized. The selected cases are the process that gave rise to Complementary Law n. 140/2011 and the proposal for the Licensing Law (PLP No. 12/2003 and similar). We sought to understand the negotiation process and which guidelines prevailed throughout the process. Tracking of the legislative process and content analysis of 22 interviews were carried out, with emphasis on the analytical narrative from the perspective of interviewed. The framework was Multiple Streams Model. The results indicate that the Complementary Law was able to solve, in part, the problem about the attributions of entities in licensing. The substitute approved in the Chamber for the General Law presents setbacks in the definition of license procedures. It is highlighted that the role of subnational governments proved to be relevant in the two processes considered.

Esta investigação trata de contar a história de um grande processo de construção institucional que
ouso nomear de “criando a conquista da Casa-Grande”. Atribuindo de ‘casa-grande’ a um sistema
de poder no qual poucos têm acesso aos recursos e aos processos de tomada de decisão da/na
gestão do serviço público judiciário brasileiro, argumento que parte significativa da história de
construção institucional do Conselho Nacional de Justiça – órgão de controle administrativo e
disciplinar do Judiciário no Brasil – recebeu grande influência de movimentos políticos de
diferentes atores por democratização da gestão e da alocação dos recursos públicos da Justiça, com
destaque aos movimentos políticos da magistratura de primeira instância, que possibilitaram o
fortalecimento de outros movimentos políticos de diferentes atores em busca de democratização
da administração da justiça brasileira. Em diálogo com o pragmatismo, sustento, também, que a
conexão entre esses diferentes movimentos vem tecendo o que proponho conceituar de “ecologia
institucional” – um complexo político-criativo de regras e recursos (ideias, campos, símbolos,
processos, atores e relações), a fim de tentar gerar um conjunto de políticas democratizantes na
gestão e na alocação dos recursos públicos da justiça. A pesquisa abrange um longo período de
tempo (1987-2020) e é construída mediante uma diversidade de fontes empíricas, como: (i)
observações realizadas em eventos institucionais, (ii) observações realizadas em visitações in loco a
Tribunais de Justiça, (iii) entrevistas, em profundidade, com atores que compõem o sistema de
Justiça, (iv) depoimentos de atores-chave levantados pelo projeto “História Oral do CNJ” do
Centro de Pesquisa e Documentação de História Contemporânea do Brasil, e (v) intensa
mobilização de documentos jornalísticos e institucionais. O eixo descritivo-analítico-histórico da
tese se organiza em doze “Episódios”, fazendo emergir as cenas protagonizadas por aqueles
movimentos na construção das diferentes fases institucionais do CNJ – como regra constitucional,
como organização e como política pública. Além de trazer à luz bastidores e repercussões da
criatividade desses movimentos na busca pela democratização da gestão do serviço público
judiciário, a história que se propõe contar traz também as fragilidades dessa busca.

This thesis is about the story of a great process of institutional construction that I dare to identify
as “creating the conquest of the Master´s House”. Attributing the 'Master´s House' to a system of
power in which few have access to the resources and decision-making processes of/in the
management of the Brazilian judicial public service, I argue that a significant part of the history of
institutional construction of the National Council of Justice – the administrative and disciplinary
control body of the Brazilian judiciary – received significative influence from political movements
of different actors for the democratization of the management and allocation of public resources
of judiciary, with emphasis on the political movements of the magistracy of first instance, which
enabled the strengthening of other political movements of different actors in search of
democratization of the administration of Brazilian justice. In dialogue with pragmatism, I also argue
that the connection between these different movements has been weaving what I propose to
conceptualize as “institutional ecology” – a political-creative complex of rules and resources (ideas,
fields, symbols, processes, actors, and relations), to try to generate a set of democratizing policies
in the management and allocation of public justice resources. The research covers a long historical
period (1987-2020) and a diversity of empirical sources, such as (i) observations made at
institutional events, (ii) observations made during on-site visits to Courts of Justice, (iii) in-depth
interviews with actors that make up the Justice system, (iv) testimonies of key actors raised by the
project “Oral History of the CNJ” of the Center for Research and Documentation on
Contemporary Brazilian History, and (v) intense mobilization of journalistic and institutional
documents. The descriptive-analytical-historical axis of the thesis is organized into twelve Episodes
with the scenes played by those movements in the different institutional phases of the CNJ – like
a constitutional rule, an organization, and a public policy. In addition to bringing to light the
backstage and the repercussions of the creativity of these movements in the search for the
democratization of the management of the judicial public service, the story it proposes to tell also
brings the weaknesses of this search.

Esta tese analisa o ativismo contra o feminismo e a igualdade de gênero no governo de Jair Bolsonaro (2019-2022). Investiga-se como esse governo, orientado por uma racionalidade política neoliberal e neoconservadora, promoveu uma agenda de familiarização das políticas públicas, baseada no fomento à família tradicional como base da sociedade e na privatização das responsabilidades pelo desenvolvimento e sobrevivência dos indivíduos centrada na família. Examina-se, ainda, como essa agenda se conecta à reação transnacional ao gênero. Constata-se que a governamentalidade que emerge da união entre aquelas racionalidades está fundada sobre um conceito único e restrito de família: a tradicional (nuclear, patriarcal, referencialmente branca e cisheteronormativa), baseada na diferença sexual. Assim sendo, trata-se de um familismo fundamentado também sobre uma concepção limitadora do feminino, resumido à função reprodutora e ancorado na divisão sexual convencional do trabalho. A análise empírica desta pesquisa foi baseada em ampla investigação documental do Ministério da Mulher, da Família e dos Direitos Humanos (MMFDH), pasta cuja missão foi transversalizar a perspectiva da família (tradicional). Através do exame da estrutura, dos atores, do uso do orçamento e das políticas implementadas, especialmente, pelas suas Secretaria Nacional de Política para as Mulheres (SNPM) e Secretaria Nacional da Família (SNF), identificou-se um reenquadramento da concepção de direitos humanos, que deixou de enfocar os indivíduos para centrar-se na família. No caso das mulheres, entretanto, houve uma especificidade, elas foram efetivamente mobilizadas pelo MMFDH como um meio para se alcançar um objetivo: que a família arque privadamente com todas as necessidades de cuidado. Isso se deu de modo que pudessem ser atribuídas ao Estado apenas a função de gestão econômica e de (re)produção de uma moralidade tradicional. Tal projeto, argumenta-se, confrontou valores democráticos basilares, como a igualdade, a pluralidade, o respeito ao antagonismo político e à liberdade.

This thesis analyzes the activism against feminism and gender equality in Jair Bolsonaro’s government (2019-2022). It investigates how this government, guided by a neoliberal and neoconservative political rationality, promoted an agenda of familiarization of public policies, based on fostering the traditional family as the basis of society and the privatization of responsibilities for the development and survival of individuals centered on the family. It also examines how this agenda is connected to the transnational backlash against gender. It is detected that the governmentality that emerges from the combination between those rationalities is founded on a single, restricted concept of family: the traditional (nuclear, patriarchal, referentially white and cisheteronormative), based on sexual difference. Thus, it is a kind of familism based on a limiting conception of the feminine, reduced to the reproductive function and anchored in the conventional sexual division of labor. The empirical analysis of this research was based on extensive desk research of the Women, Family and Human Rights’ Ministry (WFHRM), an office which mission was to mainstream the (traditional) family perspective. By examining the structure, the actors, the use of the budget and the policies implemented, especially, by its National Secretary of Policies for Women (NSPW) and National Secretary of the Family (NSF), it was identified a reframing of the conception of human rights, which no longer focuses on individuals but on the family. Concerning women, however, there was a specificity, they were effectively mobilized by the WFHRM as a means to achieve a goal: that the family should privately bear all the care needs. This was done so that the State could be assigned only the economic and the (re)production of a traditional morality functions. This project, it is argued, confronted basic democratic values such as equality, plurality, respect for political antagonism, and freedom.

Os dilemas intertemporais, isto é, os problemas que demandam soluções integradas e, muitas vezes, de longo prazo, são característicos das sociedades modernas. No entanto, em sociedade democráticas, as eleições exigem respostas no curto prazo. A tese busca, então, investigar em quais condições o parlamento é capaz de aprovar medidas do tipo policy investments¸ ou seja, medidas nas quais há a imposição de custos no curto prazo na expectativa de benefícios no longo prazo. Para tanto, realizou-se um estudo de caso da tramitação, na Câmara dos Deputados e no Senado Federal, da Emenda Constitucional nº95, de 2016, que instituiu o Novo Regime Fiscal, e foram verificadas as condições que possibilitaram a sua aprovação. Partindo do modelo analítico desenvolvido a partir de Jacobs (2011), examinaram-se as condições que permitiram a superação dos vieses informacionais para o curto prazo: a incerteza política de longo prazo e a atuação dos grupos de interesses organizados. Dentre os principais achados da pesquisa tem-se o cenário institucional favorável, combinando uma responsabilização difusa pelas perdas, o baixo risco para a sobrevivência eleitoral em consequência de se apoiar a PEC do Teto de Gastos, na medida em que se tratava de um tema complexo, com baixa compreensão por parte da sociedade, e o forte apoio do Presidente da República e dos líderes parlamentares; uma estrutura da política pública que foi capaz de adiar os custos no curto prazo e, ao mesmo tempo, antecipar alguns benefícios do longo prazo; e uma distribuição de custos difusa que dificultou a mobilização dos principais afetados e, dessa forma, a atuação dos grupos de interesses se voltou à busca da proteção setorial. Também apontaram-se os seguintes elementos que podem contribuir para o aperfeiçoamento do modelo: considerar as regras internas dos parlamentos que podem facilitar a aprovação de policy investments; necessidade de se considerar, no caso brasileiro, a dimensão do médio prazo quando se discute a matriz intertemporal de custo-benefício da política pública; o processo de aprendizagem política que pode levar a estruturas de programas mais factíveis; e o compartilhamento de um diagnóstico comum entre a burocracia estatal, facilitando o processo de convencimento dos decisores.

The intertemporal dilemmas, i.e., problems that demand integrated and often long-term solutions are characteristic of modern societies. However, in democratic societies, elections require short-term responses. The thesis seeks to investigate under what conditions Parliament is able to approve policy investments¸ i.e., measures in which short-term costs are imposed in the expectation of long-term benefits. For that, a case study was carried out on the procedure, in the Chamber of Deputies and in the Federal Senate, of the Constitutional Amendment nº95, of 2016, which established the New Fiscal Regime and the conditions that allowed its approval were verified. Starting from the analytical model, the conditions that allowed the overcoming of short-term informational biases, long-term political uncertainty and the performance of organized interest groups were examined. Among the main findings of the research, there is the favorable institutional scenario, combining a diffuse responsibility for losses, the low risk for electoral survival as a result of supporting the PEC, insofar as it was a complex topic, with low understanding on the part of society, and strong support from the President of the Republic and parliamentary leaders; a public policy framework that was able to defer short-term costs while anticipating some long-term benefits; and a diffuse distribution of costs that made it difficult to mobilize those most affected and, therefore, the action of interest groups turned to the search for sectoral protection. At the same time, the following elements were pointed out that can contribute to the improvement of the model: consider the internal rules of Parliaments that can facilitate the approval of policy investments; the need to consider, in principle, in middle-income countries the dimension of the medium term when discussing the intertemporal cost-benefit matrix of public policy; the policy learning process that can lead to more workable program structures; and, the sharing of a common diagnosis among the state bureaucracy, facilitating the process of convincing decision-makers.

Os Conselhos da Comunidade são instituídos no âmbito do Judiciário para fiscalizar unidades prisionais e diligenciar a obtenção de recursos materiais e humanos para assistência da população privada de liberdade. A Lei de Execução Penal, que instituiu esses conselhos em 1984, deixou lacunas sobre as formas de atuação desses conselhos frente a irregularidades identificadas nas visitas aos estabelecimentos penais. Esta lacuna possibilitou que os conselhos se constituíssem de formas variadas e diversos materiais orientadores publicados ao longo dos anos ampliaram as possibilidades de atuação, incluindo uma gramática participacionista. O objetivo da pesquisa é analisar a mudança institucional dos Conselhos da Comunidade para uma instância de participação social. A hipótese principal é que ativistas institucionais atuaram para uma reconfiguração dos Conselhos da Comunidade, mobilizados pelo ideário participacionista que emergiu após a Constituição de 1988. O trabalho baseou-se em pesquisa bibliográfica, extensa pesquisa documental e entrevistas qualitativas semiestruturadas com pessoas que participaram do processo de mudança institucional entre 2000 e 2023 e com conselheiros e conselheiras da comunidade. Trata-se de um estudo de caso tanto do processo de mudança institucional, como dos resultados desta mudança, a partir da análise de seis Conselhos da Comunidade que, a partir de diferentes práticas, demonstram os avanços das interfaces socioestatais e os constrangimentos institucionais não superados com a mudança institucional pretendida. A tese analisa o ciclo completo da mudança, ou seja, como mudou e o que mudou, incluindo seus resultados. Para responder à pergunta sobre como mudou, proponho um mapa conceitual, a partir de conceitos pragmatistas, com foco na ação situada em contexto de ativismo institucional, em que atores estatais mobilizam recursos institucionais e agem estrategicamente em defesa de uma causa construída coletivamente. Para compreender o que mudou, são analisadas as mudanças tanto da perspectiva institucional, considerando as novas regras estabelecidas, quanto de seus resultados na prática. A tese argumenta que os Conselhos da Comunidade passaram por um processo de mudança institucional em que ativistas institucionais buscavam transformá-los em espaços participativos, mas que resultou em uma configuração peculiar que ampliou, de um lado, as lógicas de troca socioestatais e, de outro lado, as funções executivas desses conselhos, relacionadas a uma atuação de substituição do Estado no provimento de bens e serviços. Os resultados mostram ainda uma relação Estado-sociedade estabelecida de forma inovadora entre Judiciário, Executivo e sociedade civil. Por mais de uma década, sociedade civil, Executivo e Judiciário participaram do processo de mudança institucional conjuntamente, mobilizando principalmente recursos institucionais do Executivo, mas, a partir de 2019, o protagonismo na política penal se deslocou do Executivo para o Judiciário e o Conselho Nacional de Justiça passou a liderar esse processo. Esta triangulação também é verificada na conjuntura local dos Conselhos da Comunidade, em que tanto o Executivo como o Judiciário podem exercer papeis de constrangimento às ações dos Conselhos da Comunidade ou potencializar suas atividades, a depender da compreensão que estes atores possuem em relação ao papel do conselho e de como o próprio conselho consegue alterar essa compreensão.

Community Councils are established within the Judiciary to oversee prison units and endeavor to obtain material and human resources for the assistance of the incarcerated population. The penal execution law, which established these councils in 1984, left gaps regarding the ways these councils could operate when facing irregularities during visits to prison establishments. This gap allowed the councils to be constituted in various ways, and several guiding materials published over the years expanded the possibilities of action, including a participatory grammar. The objective of the research is to analyze the institutional change of the Community Councils towards a social participation institution. The main hypothesis is that institutional activists worked for a reconfiguration of the Community Councils, mobilized by the participatory ideals that emerged after the 1988 Constitution. The work was based on bibliographic research, extensive documentary research, and semi-structured qualitative interviews with people who participated in the institutional change process between 2000 and 2023 and with community council members. This is a case study of both the institutional change process and the results of this change, based on the analysis of six Community Councils, which, through different practices, demonstrate the advances of socio-state interfaces and the institutional constraints not overcome with the intended institutional change. The thesis analyzes the complete cycle of change, that is, how it changed and what has changed, including its results. To answer the question of how it changed, I present a conceptual map based on pragmatist concepts, focusing on situated action in the context of institutional activism, in which state actors mobilize institutional resources and act strategically in defense of a collectively constructed cause. To understand what has changed, changes are analyzed from both the institutional perspective, considering the new rules established, and their results in practice. The thesis argues that the Community Councils underwent an institutional change process in which institutional activists sought to transform them into participatory forums, but which resulted in a peculiar configuration that expanded, on the one hand, socio-state exchange logics and, on the other hand, the executive functions of these councils, related to a state substitution practice in the provision of goods and services. The results also show an innovative state-society relationship established between the Judiciary, the Executive, and civil society. For more than a decade, civil society, the Executive, and the Judiciary participated in the institutional change process together, mobilizing mainly institutional resources from the Executive, but from 2019 onwards, the leadership in criminal policy shifted from the Executive to the Judiciary, and the National Council of Justice began to lead this process. This triangulation is also observed in the local context of the Community Councils, where both the Executive and the Judiciary can play constraining roles in the actions of the Community Councils or enhance their activities, depending on the understanding these actors have regarding the role of the council and how the council itself can change this understanding.

A tese discute o uso da maternidade como recurso político, tendo como corpus de análise os perfis de oito candidatas, a diferentes cargos, de diferentes partidos e unidades da federação, nas eleições brasileiras de 2022. Historicamente, a maternidade foi invisibilizada na esfera pública, como consequência da ausência das mulheres destes espaços. De fato, a responsabilidade por cuidar de uma criança parecia incompatível com a dedicação total que se exigia de um representante político. Agora, porém, a maternidade é exibida e reivindicada por muitas mulheres na política, o que responde ao esforço de identificação com o eleitorado – ao compartilhar de uma experiência que é comum a muitas mulheres, ela mostra ser “gente igual à gente”. Muitas vezes, o discurso incorpora também elementos de afirmação da superioridade moral das mães, associadas a valores altruístas e de cuidado com os mais frágeis, de maneira que se aproxima da corrente teórica do “pensamento maternal”. No entanto, a visibilidade da maternidade raras vezes leva à apresentação de propostas de políticas públicas que reduzam o fardo das mulheres que são mães e, muito menos, a uma desromantização do papel materno. Pelo contrário, está muito presente a ideologia da compatibilização entre a prioridade dada ao maternar, mantida como necessária e indiscutível para qualquer mulher, e a atividade pública. Para a análise do material empírico, a tese se apoia na teoria do feminismo matricêntrico de Rich e O’Reilly.

The thesis discusses the use of motherhood as a political resource. It has, as the corpus of analysis, the profiles of eight female candidates running for different positions, from different political parties and states in the Brazilian elections of 2022. Historically, motherhood has been invisible in the public sphere due to women's absence from these spaces. The responsibility of caring for a child seemed incompatible with the full dedication required of a political representative. However, now motherhood is displayed and claimed by many women in politics, which responds to the effort of identifying with the electorate – by sharing an experience common to many women, they show themselves as "people just like us." Often, the discourse also incorporates elements affirming the moral superiority of mothers, associated with altruistic values and care for the vulnerable, approaching the theoretical perspective of the "maternal thinking." However, the visibility of motherhood rarely leads to the presentation of public policy proposals that alleviate the burden on women who are mothers and even less to a demystification of the maternal role. On the contrary, the ideology of reconciling the priority given to mothering, seen as necessary and unquestionable for any woman, with public activity is very present. For the analysis of the empirical material, the thesis relies on the theory of matricentric feminism by Rich and O’Reilly.

O trabalho ora apresentado busca discutir a implementação de governança regulatória ancorada nas teorias pluralistas da regulação, em especial na Teoria da Regulação Responsiva de Ayres e Braithwaite (1992), a partir do estudo de caso da proteção de consumidores de telecomunicações. A Agência Nacional de Telecomunicações, assim como outras agências reguladoras no Brasil, vem enfrentando um importante debate acerca da efetividade de seus instrumentos regulatórios ancorados na perspectiva do comando e controle, os quais se mostraram, em muita medida, inefetivos em seus objetivos de moldar o comportamento de empresas reguladas, gerando crise de legitimidade sobre a atuação das agências. Nesse contexto, projetos-piloto de regulação responsiva foram implementados pela Anatel buscando testar conceitos da regulação responsiva, o que ensejaria a revisão do arcabouço institucional de acompanhamento, controle e fiscalização de obrigações regulatórias pela Anatel, denominada, no âmbito da agência, fiscalização regulatória. Nossa pesquisa buscou discutir a implementação, em caráter piloto, da regulação responsiva na proteção de consumidores a partir dos processos de fiscalização regulatória sobre cobrança indevida nos serviços de telecomunicações, em especial dos serviços de valor adicionado; e o processo responsivo sobre ligações de televendas indesejadas (telemarketing). Trouxemos como categorias de análise, a partir da literatura de regulação responsiva, a avaliação sobre a pirâmide responsiva, a organização das arenas de discussão dos processos e a publicidade de informações estratégicas. Agregamos às categorias a avaliação de mecanismos de cooperação, comprometimento e coordenação, acreditando que a efetividade das políticas públicas, em muita medida, está relacionada à construção de confiança entre os agentes que delas participam ou por ela são impactados. Para a operacionalização da pesquisa, fizemos análise documental e entrevistas semiestruturadas com os principais executivos das empresas de telecomunicações envolvidas, com representantes da sociedade civil integrantes do Sistema Nacional de Defesa do Consumidor e com a equipe da Anatel que atuou nos processos. Nosso trabalho aponta para a conclusão de que a regulação responsiva na Anatel pode ser negativamente impactada pela ausência de efetivos mecanismos de participação e de coordenação de terceiros interessados. O caráter experimental é parte da explicação da imaturidade que percebemos nas relações entre os stakeholders. Contudo, entendemos que ainda há espaço para uma procedimentalização mais robusta, que promova o diálogo e a confiança entre eles.

The work seeks to discuss the implementation of regulatory governance anchored on pluralist theories of regulation, especially the Responsive Regulation Theory of Ayres and Braithwaite (1992), based on the case study on consumer protection in telecommunications. The National Telecommunications Agency, along with other regulatory agencies in Brazil, is engaged in an important debate about the effectiveness of its regulatory instruments rooted in the command and control perspective, which have largely proven ineffective in their objectives of shaping the behavior of regulated companies, leading to a legitimacy crisis in the performance of those agencies. In this context, pilot projects for responsive regulation were implemented by Anatel to test concepts of responsive regulation, which could lead to a review of the institutional framework for monitoring, control and inspection of regulatory obligations by Anatel, known within the Agency as regulatory inspection. Our research sought to discuss the implementation, on a pilot basis, of responsive regulation in consumer protection, focusing on the processes of regulatory oversight of undue charges of telecommunications services, particularly value-added services; and the responsive process of unwanted calls (telemarketing). Drawing from the literature on responsive regulation, we used the categories of analysis to evaluate the responsive pyramid, the organization of arenas for discussing processes and the publicity of strategic information. We added the evaluation of cooperation, commitment and coordination mechanisms to these categories, believing that the effectiveness of public policies is, to a large extent, related to building trust among the agents who participate or are impacted by them. In order to make the research operational, we carried out document analysis and semi-structured interviews with key executives of the telecommunications companies involved, with representatives of civil society who are members of the National Consumer Protection System and with the Anatel team that worked on the processes. Our findings suggest that responsive regulation at Anatel can be negatively impacted by the absence of effective mechanisms for the participation and coordination of interested third parties. The experimental nature contributes to the observed immaturity in stakeholder relationships. However, we believe that there is still room for a more robust procedural approach that promotes dialogue and trust between stakeholders.

A discussão sobre o direito ao aborto vai além da liberdade individual, abarcando questões de justiça, igualdade social e autonomia das mulheres. A criminalização do aborto tem impactos desiguais, afetando principalmente as mulheres de classes sociais mais baixas, negras e residentes em áreas periféricas. Tal criminalização impõe restrições e desigualdades às mulheres, prejudicando sua cidadania e posição social. Apesar de existirem algumas permissões legais para o aborto no Brasil, essas medidas são limitadas e não reconhecem plenamente as mulheres como sujeitas de direitos. Durante a 56ª legislatura – período de análise deste trabalho – percebemos propostas de restrição e até eliminação do acesso ao aborto no país, impulsionadas por atores políticos conservadores e pelo governo Bolsonaro, que tentou diminuir a capacidade do Estado em garantir esse serviço. Mesmo em um contexto desafiador, com estruturas de oportunidades aparentemente fechadas, os movimentos feministas têm resistido e se esforçado para impedir a aprovação de propostas restritivas em relação ao aborto. O cerne desta pesquisa concentra-se em como esses movimentos conseguiram impedir propostas restritivas ao aborto, mesmo em um ambiente político conservador e hostil. A análise aqui adotada é essencialmente relacional, explorando tanto as ações das feministas quanto dos conservadores – traçar um retrato abrangente das ações e táticas adotadas pelos conservadores no Congresso Nacional – e como as primeiras desenvolveram estratégias específicas em resposta. O foco recai, em particular, na Frente Parlamentar Feminista Antirracista com Participação Popular, um ente de natureza e composição híbrida que abraça simultaneamente características institucionais e elementos de uma rede de movimento social. A criação da Frente Parlamentar, por si só, já representa uma tática empregada tanto pelos movimentos quanto pelos parlamentares, fornecendo-lhes uma plataforma eficaz para engajar-se na agenda do aborto. Para isso, foi realizada uma coleta de proposições relacionadas ao aborto, por meio dos Sistemas de Informação da Câmara dos Deputados e do Senado Federal. A coleta abrangeu o período de 2003 a dezembro de 2022 e englobou todos os tipos de proposições legislativas. Após uma análise minuciosa, foram selecionadas as proposições diretamente relacionadas à ampliação ou restrição do direito ao aborto. Esses dados foram processados usando o software SPSS para análise estatística descritiva. O foco dado nas proposições antiaborto indicou, os partidos que mais propõem, o perfil dos parlamentares e a situação que essas proposições se encontravam ao final da legislatura. Além disso, foram realizadas entrevistas com organizações e movimentos feministas envolvidos no debate sobre a descriminalização ou legalização do aborto, bem como com assessoras parlamentares e uma técnica do Ministério da Saúde, somando, ao todo, 13 entrevistas. A análise das entrevistas foi realizada com o auxílio do software NVIVO, permitindo a identificação de temas relevantes e a criação de códigos para categorizar os dados qualitativos. Também foram investigados diversos materiais, como relatórios, cartilhas e publicações online de organizações feministas. Com base nas informações coletadas e nas análises realizadas, foram traçadas inferências sobre a atuação dos movimentos feministas no bloqueio das proposições contra o aborto durante o período de estudo. É destacada a adaptação das estratégias dos movimentos sociais de acordo com o contexto político analisado, buscando influência e apoio dentro das estruturas institucionais. As feministas intensificaram sua interação no Legislativo – a partir da Frente Parlamentar Feminista Antirracista, buscando o apoio de parlamentares feministas e realizando ações de bloqueio com sua colaboração, permitindo a ampliação na rede feminista e na articulação legislativa.

The discussion on the right to abortion goes beyond individual freedom, encompassing issues of justice, social equality, and women's autonomy. The criminalization of abortion has unequal impacts, primarily affecting women from lower socioeconomic classes, Black women, and those residing in peripheral areas. Such criminalization imposes restrictions and inequalities on women, harming their citizenship and social status. Despite some legal allowances for abortion in Brazil, these measures are limited and do not fully recognize women as rights holders. During the 56th legislature - the period analyzed in this study - proposals for restricting and even eliminating access to abortion in the country were observed, driven by conservative political actors and the Bolsonaro government, which attempted to diminish the state's capacity to provide this service. Even in a challenging context with seemingly closed opportunity structures, feminist movements have resisted and strived to prevent the approval of restrictive abortion proposals. The core of this research focuses on how these movements managed to thwart restrictive abortion proposals, even in a conservative and hostile political environment. The analysis adopted here is essentially relational, exploring both the actions of feminists and conservatives - painting a comprehensive picture of the actions and tactics adopted by conservatives in the National Congress - and how the former developed specific strategies in response. The focus is particularly on the Feminist Antiracist Parliamentary Front with Popular Participation, an entity of hybrid nature and composition that simultaneously embraces institutional characteristics and elements of a social movement network. The creation of the Parliamentary Front itself represents a tactic employed by both movements and parliamentarians, providing an effective platform for engaging in the abortion agenda. To achieve this, a collection of abortion-related propositions was carried out through the Information Systems of the Chamber of Deputies and the Federal Senate. The collection spanned from 2003 to December 2022 and included all types of legislative propositions. After a thorough analysis, propositions directly related to the expansion or restriction of the right to abortion were selected. This data was processed using SPSS software for descriptive statistical analysis. The focus on anti-abortion propositions indicated the parties that proposed the most, the profile of parliamentarians, and the status of these propositions at the end of the legislature. In addition, interviews were conducted with feminist organizations and movements involved in the debate on the decriminalization or legalization of abortion, as well as parliamentary advisors and a Ministry of Health technician, totaling 13 interviews. The analysis of the interviews was carried out with the assistance of NVIVO software, allowing the identification of relevant themes and the creation of codes to categorize qualitative data. Materials, such as reports, pamphlets, and online publications from feminist organizations, were also investigated. Based on the collected information and analyses, inferences were drawn about the role of feminist movements in blocking anti-abortion propositions during the study period. The adaptation of social movement strategies according to the analyzed political context is highlighted, seeking influence and support within institutional structures. Feminists intensified their interaction with the Legislature - through the Feminist Antiracist Parliamentary Front - seeking the support of feminist
parliamentarians and engaging in blocking actions with their collaboration, allowing for an expansion of the feminist network and legislative coordination.

Nos anos 2000 houve uma significativa redução na desigualdade de renda nos países latino-americanos em decorrência da chegada dos partidos de esquerda ao poder. Muito embora rica e instigante, a literatura sobre o tema possui ao menos três deficiências: uso disseminado de teorias eurocêntricas, excessivo foco dado à ideologia do/a presidente e desconsideração do papel da estrutura produtiva. A presente tese endereça essas três lacunas a partir de uma abordagem parcimoniosa de economia-política efetivamente latino-americana. Por meio de métodos mistos de pesquisa, procuro responder às seguintes perguntas: 1) Qual a relação entre estrutura produtiva, ideologia partidária e distribuição de renda total na América Latina nos anos 2000? 2) Por que alguns países latino-americanos governados por partidos de esquerda foram mais bem-sucedidos que outros na redução da desigualdade de renda total no período pós-2000? O modelo teórico foi desenvolvido em consonância com os dois componentes que formam a renda total, quais sejam, renda primária e transferências governamentais. O principal elemento do primeiro componente é a renda da produção, a qual foi discutida sob a perspectiva da heterogeneidade estrutural da Cepal. Já as transferências governamentais foram apreendidas a partir da power resource theory, do debate que trata da força partidária do presidente e da literatura que discorre sobre o impacto da diferença ideológica do chefe do Executivo vis-à-vis a ideologia média da Câmara dos Deputados. Com efeito, denominei essa abordagem teórica de modelo DPI (D de desigualdade, P de produtiva e I de ideologia). A primeira pergunta da tese foi avaliada por meio de estatísticas descritivas e de econometria de dados em painel para 14 países latino-americanos entre 2000 e 2020. Foram encontradas fortes e robustas evidências que corroboram o modelo DPI, a saber: (i) quanto mais de esquerda for a ideologia do/a presidente, (ii) quanto mais de esquerda for a ideologia média da Câmara dos Deputados, (iii) quanto menor for a parcela da população ocupada em atividades de baixa produtividade do trabalho, (iv) quanto maior for a parcela da população ocupada em atividade de intermediária produtividade do trabalho, e, por fim, (v) quanto maior for o tamanho da bancada de esquerda na Câmara dos Deputados, menor a desigualdade de renda total na América Latina. Já a segunda pergunta da pesquisa foi endereçada por meio de estudos de caso sob uma perspectiva histórico-institucional. As experiências boliviana, com Evo Morales do Movimiento al Socialismo - MAS, brasileira, com Lula e Dilma do Partido dos Trabalhadores - PT, e uruguaia, com Tabaré Vázquez e José Mujica do Frente Amplio - FA, foram discutidas pormenorizadamente. Ao modelo DPI foram incorporados dados de algumas políticas de proteção social, do salário-mínimo real e da participação das manufaturas no Produto Interno Bruto. Enquanto nos governos do MAS e do FA houve convergência ideológica à esquerda entre o Executivo e o Legislativo, nos governos petistas a Câmara dos Deputados permaneceu dominada por partidos de direita. Similarmente, os partidos boliviano e uruguaio lograram formar governos unipartidários, com mais da metade do total de assentos na Câmara dos Deputados e com uma grande bancada de esquerda. No Brasil, a participação do PT sempre foi inferior a 20\% e a bancada de esquerda nunca foi majoritária, o que, portanto, exigiu a formação de uma coalizão multipartidária que resultou num governo ideologicamente heterogêneo. Nessa mesma toada e, em larga medida, em decorrência dessas peculiaridades, Bolívia e Uruguai lograram alterar substancialmente suas respectivas estruturas produtivas. Houve uma significativa redução da população ocupada em atividades econômicas de baixa produtividade e, inversamente, um aumento em prol das atividades de produtividade mais elevada. Latin American countries experienced a significant reduction in income inequality in the 2000s due to the electoral victories by leftist presidential candidates. Although rich, the literature on the subject has at least three deficiencies: widespread adoption of Eurocentric theories, excessive focus on the ideology of the president, and disregard of the role of the productive structure. This research addresses these three shortcomings through a parsimonious and effectively Latin American political-economy approach. Using mixed methods research, I seek to answer the following questions: 1) What is the relationship between productive structure, party ideology and total income distribution in Latin America in the 2000s? 2) Why were some Latin American countries governed by left-wing parties more successful than others in reducing total income inequality in the post-2000 period? The theoretical model is developed in accordance with the two components of total income, namely primary income and government transfers. The main element of the first component is the income from production, addressed here through ECLAC’s structural heterogeneity approach. For government transfers, I used the theoretical contributions of power resource theory, the debate about the partisan powers of the president, and the literature that discusses the impact of the ideological difference of the chief executive vis-à-vis the average ideology of the Chamber of Deputies. Therefore, I called this theoretical approach the IPI model (I for inequality, P for productive and I for ideology). The first question was evaluated using descriptive statistics and panel data econometrics for 14 Latin American countries between 2000 and 2020. These estimates strongly support the DPI model, namely: (i) the more left-wing the president's ideology, (ii) the more left-wing the average ideology of the Chamber of Deputies, (iii) the smaller the share of the population employed in low labor productivity activities, (iv) the larger the share of the population employed in intermediate labor productivity activities and, finally, (v) the larger the left-wing caucus in the Chamber of Deputies, the lower total income inequality in Latin America. The second research question was addressed through case studies from a historical-institutional perspective. The experiences of Bolivia, with Evo Morales of the Movimiento al Socialismo - MAS, Brazil, with Lula and Dilma of the Partido dos Trabalhadores - PT, and Uruguay, with Tabaré Vázquez and José Mujica of the Frente Amplio - FA, were discussed in detail. Data from some social protection policies, the real minimum wage and the share of manufacturing in the Gross Domestic Product were incorporated into the IPI model. While in the MAS and FA governments there was a left-wing ideological convergence between the Executive and Legislative branches, in the PT governments the Chamber of Deputies remained dominated by right-wing parties. Similarly, the parties of Bolivia and Uruguay managed to form one-party governments, with more than half of the total seats in the Chamber of Deputies and a large left-wing caucus. In Brazil, the PT's share has always been less than 20\% and the left-wing caucus has never been a majority, which therefore required the formation of a multi-party coalition that resulted in an ideologically heterogeneous government. In the same vein, and largely as a result of these peculiarities, Bolivia and Uruguay have managed to substantially change their productive structures. There has been a significant reduction in the population employed in low-productivity economic activities and, conversely, an increase in higher-productivity activities. In Brazil, on the other hand, this change was much smaller and therefore much less conducive to a path of economic growth with income distribution. Esta pesquisa teve como tema a política de educação profissional no Brasil e o seu processo de institucionalização. O foco da análise está centrado na atuação dos atores e suas coalizões que defendem os seus interesses – ou poder –, nos processos decisórios da política e suas mudanças institucionais, no período de 1909 a 2008. A pergunta de partida que norteou os trabalhos foi: por que a institucionalização da educação profissional fracassou no Brasil? A partir desse questionamento, criou-se o objetivo principal: analisar a evolução e as mudanças ocorridas na política de educação profissional no Brasil, focalizando os processos políticos subjacentes a sua dinâmica institucional. Os objetivos específicos: I - rastrear e identificar as evidências de ação de coalizão de atores e os seus interesses na formulação das políticas públicas da educação profissional; II - descrever e analisar a trajetória das instituições de EP – normas, regras, práticas e narrativas – ao longo do tempo; e III - identificar as mudanças institucionais ocorridas e os mecanismos causais subjacentes. A linha de pesquisa desta tese está centrada na teoria neoinstitucionalista histórica, na teoria da variedade de capitalismo (VoC), combinado com o framework de mudanças institucionais graduais e abruptas. A análise partiu da hipótese de que os industriais tiveram um papel central na política de educação profissional do país, pois juntamente com o Estado, vetaram a participação de outros atores nos processos de tomada de decisão. A estratégia de pesquisa adotada foi o estudo de caso, tendo como metodologia o uso do process tracing guiado pela teoria. A análise foi nacional e longitudinal, no sentido de explorar e examinar como os atores, os contextos, a trajetória e as instituições (variáveis independentes) inseridas na dimensão temporal para se compreender as trajetórias da política. As tomadas de decisões ajudaram nas explicações das mudanças institucionais (variáveis dependentes – educação geral e educação específica). A investigação teve como fontes de dados primários e secundários, baseadas em pesquisa documental, bibliográfica e entrevistas. Foram analisados documentos oficiais pesquisados na Câmara Federal, Senado Federal e no Executivo (dossiês das normas e regras), na base de dados do CPDOC/FGV (pastas: Nilo Peçanha, Getúlio Vargas, Gustavo Capanema) foi possível acessar vários documentos que elucidaram as narrativas do contexto. Também, a produção científica consultada e as entrevistas ajudaram a argumentar acerca das mudanças institucionais nos quatro períodos analisados. Para a análise dos dados, utilizou-se a análise de conteúdo temática, que tem a finalidade de investigar as motivações de opiniões, de atitudes, de valores, de crenças, de tendências e outros. Concluiu-se que a institucionalização de educação profissional foi dividida em dois subsistemas – um público e outro privado – por meio do mecanismo causal do poder institucional empresarial. Esse processo de segregação foi reproduzido ao longo do tempo o que possibilitou a existência de efeitos de feedback e lock-in. Além disso, a existência desse mecanismo possibilitou a institucionalização da vantagem dos atores dominantes ao vetar a participação de atores, como os sindicatos de trabalhadores, no processo decisório da política. Ainda, o tipo-ideal de variedade de capitalismo hierárquico se encaixa pouco nas características do capitalismo brasileiro, visto que houve processo de exclusão de atores o que parece estar pouco relacionado à hierarquia. O mecanismo causal de deslocamento foi identificado em três contextos, o que revela baixo poder de veto dos atores e baixa capacidade de interpretação das regras. Assim, pelas características evidenciadas na institucionalização da educação profissional no Brasil, pode-se entender que pode ter havido um processo de não complementaridade entre os arranjos institucionais, o que pode ter refletido no desenvolvimento socioeconômico do país.

This research had as its theme the professional education policy in Brazil and its institutionalization process. The focus of the analysis is centered on the action of the actors and their coalitions that defend their interests – or power –, in the policy formulation and decision-making processes of politics and their institutional changes, in the period from 1909 to 2008. The starting question that guided the works was: why did the institutionalization of professional education fail in Brazil ? Based on this questioning, the main objective was created: to analyze the evolution and changes that occurred in the professional education policy in Brazil, focusing on the political processes underlying its institutional dynamics. The specific objectives: I - trace and identify the evidence of coalition action of actors and their interests in the formulation of public policies on professional education; II - describe and analyze the trajectory of professional education institutions – norms, rules, practices and narratives – over time; and III - identify the institutional changes that occurred and the underlying causal mechanisms. The research line of this thesis is centered on the historical neoinstitutionalist theory, on the theory of the variety of capitalism (VoC), combined with the framework of gradual and abrupt institutional changes. The analysis started from the hypothesis that industrialists played a central role in the country's professional education policy, since, together with the State, they vetoed the participation of other actors in the decision-making processes. The research strategy adopted was the case study, with the use of theory-guides process tracing as methodology. The analysis was national and longitudinal in the sense of exploring and examining how the actors, contexts, trajectory and institutions (independent variables) were included in the temporal dimension to understand policy trajectories. Decision-making helped explain institutional changes (dependent variables – general education and specific education). The investigation had as sources of primary and secondary data, based on documental and bibliographical research and interviews. Official documents researched in the Chamber of Deputies, Federal Senate and the Executive (dossiers of norms and rules) were analyzed, in the CPDOC/FGV database (files: Nilo Peçanha, Getúlio Vargas, Gustavo Capanema) it was possible to access several documents that elucidated the narratives of the context. Also, the consulted scientific production and the interviews helped to argue about the institutional changes in the four analyzed periods. For data analysis, thematic content analysis was used, which aims to investigate the motivations of opinions, attitudes, values, beliefs, trends and others. It was concluded that the institutionalization of professional education was divided into two subsystems – one public and the other private – through the causal mechanism of institutional business power. This segregation process was reproduced over time, which allowed the existence of feedback and lock -in effects. In addition, the existence of this mechanism made it possible to institutionalize the advantage of dominant actors by vetoing the participation of actors, such as labor unions, in the policy decision-making process. Still, the ideal-type variety of hierarchical capitalism fits little with the characteristics of Brazilian capitalism, since there was a process of exclusion of actors, which seems to be little related to hierarchy. The causal mechanism of displacement was identified in three contexts, which reveals low veto power of the actors and low ability to interpret the rules. No contexto de avanços e retrocessos nas políticas para mulheres, de forma geral, e para as mulheres rurais, de forma particular, esta pesquisa se propôs a compreender as interações entre os movimentos de mulheres rurais e a Diretoria de Políticas para Mulheres Rurais (DPMR), assim como os efeitos dessas interações sobre as ações do Ministério do Desenvolvimento Agrário (MDA) para o enfrentamento às desigualdades de gênero no meio rural, incluindo os esforços internos de reorganização institucional. Sob a perspectiva do feminismo estatal buscou-se verificar se o Governo Federal brasileiro se tornou mais inclusivo para as mulheres rurais e suas demandas com a instituição da DPMR no MDA; averiguar em que medida as mudanças institucionais empreendidas pelo MDA assumiram uma perspectiva feminista e desafiadora do patriarcado; e verificar em que medida as institucionalidades voltadas para as mulheres rurais se mantiveram efetivas ao longo do tempo e diante das mudanças conjunturais vivenciadas no Brasil, após 2016. A pesquisa foi realizada por meio de um conjunto de técnicas qualitativas de process tracing, que incluíram a análise de documentos institucionais relacionados ao período de 2000 a 2023 e entrevistas semiestruturadas com lideranças das organizações de mulheres e representantes do MDA. Os principais resultados da pesquisa indicam que as mulheres rurais projetaram-se no cenário político nacional, como ator político fundamental para a transformação do modo de fazer políticas públicas para as mulheres; a DPMR se constituiu num ator proeminente no processo político e na produção dessas políticas; as interações entre o movimento e a DPMR produziram a efetivação dos direitos das mulheres relacionados ao acesso à documentação, à terra, à assistência técnica, aos recursos públicos para estruturação de suas atividades produtiva e econômicas e à participação social; os efeitos dessa aliança também se expressou em avanços relacionados à representação das mulheres rurais nos conselhos nacionais, especialmente o CONDRAF, o CONSEA e a CNAPO; onde foram instituídos mecanismos para assegurar a participação das mulheres e constituídos comitês de mulheres ou de gênero na em suas estrutura, que favoreceram o debate sobre as desigualdades nas políticas públicas e na participação política; contudo, as políticas, programas e ações conquistadas pelas mulheres rurais não resistiram às mudanças empreendidas pelo governo após-2016.

In the context of advances and setbacks in policies for women, in general, and for rural women, in particular, this research aimed to understand the interactions between rural women's movements and the Directorate of Policies for Rural Women (DPMR) , as well as the effects of interactions on the actions of the Ministry of Agrarian Development (MDA) to combat gender inequalities in rural areas, including internal institutional reorganization efforts. From the perspective of state feminism, we sought to verify whether the Brazilian Federal Government has become more inclusive of rural women and their demands with the institution of the DPMR in the MDA; investigate to what extent the institutional changes undertaken by the MDA assume a feminist perspective and challenge patriarchy; and verify to what extent external institutionalities for rural women remained effective over time and in the face of the cyclical changes experienced in Brazil after 2016. Research was carried out using a set of qualitative process tracking techniques, which included the analysis of institutional documents related to the period from 2000 to 2023 and semi-structured interviews with leaders of women's organizations and representatives of the MDA. The main results of the research indicate that rural women have projected themselves onto the national political scene, as a fundamental political actor for transforming the way public policies are made for women; the DPMR became a prominent actor in the political process and in the production of these policies; interactions between the movement and DPMR produced the realization of women's rights related to access to documentation, land, technical assistance, public resources to structure their productive and economic activities and social participation; the effects of this alliance were also expressed in advances related to the representation of rural women in national councils, especially CONDRAF, CONSEA and CNAPO; where mechanisms were established to guarantee the participation of women and women's or gender committees were created in its structure, which favored the debate on inequalities in public policies and political participation; however, the policies, programs and actions achieved by rural women did not resist the changes undertaken by the government after 2016.
