SUMMARY:

This research is about the implementation of the national people management policy in the public sector, focusing specifically on the people development plan within the scope of the University of Brasília. In view of this, the central objective of this research was defined as identifying how the implementation of the People Development Plan (PDP) occurred at the University of Brasília, in the period from 2020 to 2022, based on the new National People Development Policy (PNDP), Decreto n. 9.991/2019, focusing on development needs and training actions carried out as an element of innovation within the scope of people management. The research, in methodological terms, is configured as follows: regarding the approach, it is a qualitative, descriptive and documentary study, the purpose is exploratorydescriptive with bibliographic research procedures. For data collection, documents were mobilized in the form of texts available on the official websites and pages of the central body and the University. To analyze the data, we used the Institution's activity reports and spreadsheets with the results of data on development needs and training actions carried out. The analysis showed that the stages of elaboration of the planning process for training actions for the years 2020, 2021 and 2022 at the University were diversified, however, the stages presented in the federal regulations were maintained. The research points to the dynamics and changes in internal processes due to the complex and diverse public environment and the need to include risk management. Finally, it was possible to identify that in the face of the Covid19 pandemic scenario and short deadlines for changing the systematic preparation and execution of training actions, there were innovations in the types of modality (distance, remote, hybrid) and courses to serve specific demands of the university. In summary, the research can contribute to other organizations and also to the institution's people management unit in advancing improvements to internal processes regarding employee training.
