“Background: The Health Technology Assessment (HTA) may inform the health decisionmaking process and new types of information can be used. The stakeholder’s involvement in HTA process is increasing and this can be a strengthening mechanism of democracy and decision-making. Despite the increase, the stakeholder’s participation still is more consultive than actively participating. Objective: To analyze how the public consultation has been implemented at HTA process of National Committee for Health Technology Incorporation (CONITEC/MS) at Brazilian Public Health System (SUS). Method: It will be used quantitative and qualitative approaches, the according with each specific objective. The thesis will integrate three stages: CONITEC/MS’s recommendation reports analysis, method improvement and method validation. The stage of recommendation reports analysis it is related to public consultation (CP) contributions for health technologies incorporation in Brazil. It will be developed a diagnosis of CP situation, using a documental analysis, descriptive analysis, logistic regression and content analysis as analysis techniques. The method improvement stage involves an application of proposed method at therapeutic guidelines public consultation. The qualitative approach was used at an exploratory case study. The main objective was to identify and synthesize the main contributions of the public consultation on implementing Brazilian National Clinical Guidelines for Care in Normal Birth. The method proposed by Carvalho et al., 2019 (REF) was performed to verify if it was applicable to therapeutic guidelines public consultation scenario. At the last stage, a method validation will be performed. The quantitative approach will be used to carry a consensus survey, using an e-mail modify Delphi technique. Preliminary Results: It is expected to know how public consultations have been implemented in the CONITEC/MS processes and to reach discussions and proposals that can contribute to the process of incorporating health technologies.”
