SUMMARY:

The work in question analyzes the evaluation of public policies in the Federal Senate, with emphasis on article 96-B of the Internal Regulations, which regulates the selection and evaluation process of these policies by the Senate's permanent committees. Initially, the research is concerned with providing a theoretical foundation, as understanding the concepts of public policies and public policy evaluation are important for understanding the work carried out by Senate committees. International experiences, such as those from the United Kingdom, South Korea and Mexico, as examples of effective evaluation practices that could be adapted to the Brazilian context, in this sense, seeing a Legislative House with the scope of the Federal Senate is an unquestionable milestone of the importance ofthe activity for the effectiveness of public policies in the country. The research is justified by the need to improve the effectiveness of public policies in Brazil, and the effectiveness of the evaluation of public policies, including by parliament, corroborates this purpose. The article 96-B of the Senate's Internal Regulations establishes that each permanent committee must select public policies for evaluation by the end of March of each year. This procedure aims to ensure an analysis of the impacts and effectiveness of policies, using methodologies that, it is understood, can be improved. Also noteworthy is the analysis of the legislative framework, a fundamental point in the evaluation of public policies, especially § 16 of article 37 of the Federal Constitution, without disregarding legal and infralegal hierarchy rules that regulate the evaluation of public policies. The empirical research is also developed by analyzing the details of the regulatory device and brings three annexes, the first two of which are fundamental for the study: Annex I, which contains annual reports on public policy evaluations carried out by the permanent committees of the Senate, from 2014 to 2023, from which it is possible to extract some statistical data that reflect how the work of the commissions has developed over the last ten years and whether it can be improved and Annex II, which aims to analyze one by one, in detail, the opinions approved by the permanent committees of the Senate, relating to the evaluation of public policies, during the 56th legislature. Finally, there is Annex III, which presents a draft resolution project, suggesting that the regulatory provision for evaluating public policies already adopted in the Senate, should also be extended to the Chamber of Deputies, the largest Legislative House in the country.
